RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to Revenue Agreement No. 20-264, with Inland Empire Health Plan for Behavioral Health Services, extending the contract term for an additional year, for a total contract period of June 1, 2020 through May 31, 2026.

2.                     Approve Amendment No. 2 to Revenue Agreement No. 20-265, with Inland Empire Health Plan for Primary Care Services, extending the contract term for an additional year, for a total contract period of June 1, 2020 through May 31, 2026.

3.                     Direct the Clerk of the Board of Supervisors to maintain confidentiality of the agreements pursuant to California Health and Safety Code section 1457(c)(1).

FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost). Inland Empire Health Plan (IEHP) will reimburse the Department of Public Health (DPH) for Behavioral Health and Primary Care Services provided to IEHP members at a capitated rate. Actual amounts to be generated are on a fee-for-service basis per patient for services rendered. Sufficient appropriation and revenue have been included in the DPH 2024-25 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

DPH is currently a participating Medi-Cal provider in the IEHP Medi-Cal network. IEHP is one of two entities that have been chosen as a preferred County managed care plan for San Bernardino and Riverside Counties.

 

On May 19, 2020 (Item Nos. 67 and 68), the Board of Supervisors (Board) approved Revenue Agreement No 20-264 with IEHP for DPH to provide Behavioral Health Services and Revenue Agreement No. 20-265 with IEHP for DPH to provide Primary Care Services. Both agreements are for the period of June 1, 2020 through May 31, 2025.

 

On January 24, 2023 (Item No. 40), the Board approved Amendment No. 1 to Revenue Agreement No. 20-265 updating, Addendum A to expand Primary Care Service to include Covered California line of business, with no change to the contract period of June 1, 2020 through May 31, 2025.

Approval of these amendments will allow DPH to continue as an IEHP network provider for behavioral health and primary care services while a new comprehensive Provider Services agreement is underway. Recommendation Nos. 1 and No. 2 extend the contract term for an additional year, effective June 1, 2025.

 

The behavioral health provider agreement allows DPH clinical therapists to deliver Behavioral Health Services to DPH assigned IEHP members who require behavioral health services. IEHP members who meet the criteria for sustained mental illness or severity of mental illness are referred to the Department of Behavioral Health (DBH). IEHP members classified as “mild,” as defined by the Department of Health Care Services, are served by DPH and are eligible for individual and group mental health evaluation and treatment, psychological testing when clinically indicated, outpatient drug therapy monitoring, and psychiatric consultation services that a Primary Care Physician cannot provide. Additionally, services provided under the primary care agreement include health promotion, disease prevention, health maintenance, patient education, and diagnosis and treatment of acute and chronic illnesses.

 

Either party may terminate the Revenue Agreements without cause upon providing the other party with 90 days’ written notice.

 

Pursuant to California Health and Safety Code section 1457(c)(1), specific terms related to the rates of payment for health care services in a county medical facility are not immediately subject to laws related to public records; therefore, the Clerk of the Board of Supervisors is directed to maintain the confidentiality of these Agreements.
