Recommendation
Approve an increase of appropriation to Contract No. 21-625 with Becton, Dickinson, and Company for the rental of the Totalys SlidePrep Instrument and the purchase of supplies, reagents, and service plan, increasing the not-to-exceed contract amount by $30,000 from $251,748 to $281,748, with no change to the term of April 6, 2021 through April 5, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The increase of appropriation in the amount of $30,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget.
BACKGROUND INFORMATION
On April 6, 2021 (Item No. 12), the Board of Supervisors (Board) approved Contract No. 21-625 with Becton, Dickinson and Company (BD) for the rental of the Totalys SlidePrep Instrument (SlidePrep) and the purchase of supplies, reagents, and a service plan, for the term of April 6, 2021 through April 5, 2026, at a not-to-exceed amount of $251,748. However, the terms of the contract amount of $251,748, was an internal County limit and not specified in the contract. ARMC has experienced increased utilization of the BD SlidePrep due to higher testing volumes and the need for additional related supplies and reagents. To meet current patient care demands, ARMC is requesting an increase in the Board-authorized allocation of $30,000, which will raise the total appropriation authorization from $251,748 to $281,748. The contract term will remain unchanged.
The BD SlidePrep is a fully automated instrument that concentrates patient specimens onto slides with minimal distortion or interference, allowing cytology technologists and pathologists to review higher-quality specimens. This process supports timely and accurate diagnoses of cancer and other abnormalities, improves efficiency by reducing manual preparation time, and enables staff to focus on direct patient care.
ARMC recommends approval of the increase of appropriation with BD, to provide high-quality diagnostic services to its patients and to support the safety, health and social services needs of County residents.
