Recommendation
1. Acting as the Board of Supervisors of San Bernardino County, approve a Memorandum of Understanding between the Department of Public Health and the San Bernardino County Flood Control District to provide vector control services in an amount not to exceed $581,072 for the period of April 1, 2024 through June 30, 2028.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Department of Public Health (DPH) will receive revenue from the San Bernardino County Flood Control District (District) in an amount not to exceed $581,072 for the period of April 1, 2024 through June 30, 2028. The District is funded by property tax revenue, fee revenue, and other local, state, and federal funding, which will be used to cover the costs of the vector control services. The table below provides an annual breakdown of service costs, which are invoiced for payment every six months, including 3% increases for labor and supplies.

Sufficient appropriation and revenue have been included in the District’s and DPH’s 2023-24 budgets and will be included in future recommended budgets.
BACKGROUND INFORMATION
The DPH Mosquito and Vector Control Program provides a wide range of control and abatement services throughout the county, in effort to prevent and minimize public exposure to disease from mosquitos, or other animals/insects capable of spreading disease to humans. This includes diseases such as West Nile Virus, Encephalitis, Dengue, Malaria, and Zika.
DPH has provided vector control services to the District since 1986, as many areas within the District are deemed high-risk as they are outlying, and prone to being surrounded by vegetation and standing water. Under the terms of the Memorandum of Understanding (MOU), DPH will continue to monitor and conduct proactive inspections in facilities and properties owned and/or operated by the District to control mosquito and other nuisance pests, and provide pesticides, application tools and equipment, staffing, and other supplies necessary to provide surveillance and abatement services. Services are provided every six months, followed by an invoice to the District for payment. Areas not served under this MOU include those surrounding the cities of Rancho Cucamonga, Chino, Chino Hills, Upland, and Ontario, as this area is served by the West Valley Mosquito and Vector Control District.
On April 30, 2019 (Item No. 82), the Board of Supervisors and Board of Directors approved Agreement No. 19-286 between DPH and the District to provide vector control services, in the amount of $580,892, for the period of July 1, 2019 through March 31, 2024.
