Recommendation

Approve Amendment No. 1 to Agreement No. 18-148 with Edge Solutions & Consulting, Inc. for renewal of the Citrix infrastructure and Nutanix software license maintenance and support, increasing the contract amount by $426,087, from $4,743,621 to $5,169,708, and extending the term by 18 months for a total contract term of June 26, 2018 through December 31, 2024.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $426,087 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center’s (ARMC) 2022-23 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

This amendment with Edge Solutions & Consulting, Inc (Edge), a reseller of Citrix and Nutanix hardware and software, allows for the renewal of hardware and software license, maintenance and support, originally purchased from Edge. Edge offers a wide range of technology services, which includes architecting and optimizing Information Technology (IT) environments such as Citrix infrastructure and Nutanix software maintenance and support. Citrix is utilized to provide secure access to ARMC’s Electronic Health Records system, Epic, which allows the medical staff to provide direct patient care. Therefore, it is imperative that the best available software and hardware is utilized to support patient health.

 

On May 22, 2018 (Item No. 30), the Board of Supervisors (Board) authorized the Purchasing Agent to issue a Purchase Order with Edge, for a not to exceed amount of $4,743,621 for the five-year period beginning July 1, 2018 through June 30, 2023, to upgrade the Citrix infrastructure for virtual desktop environment and application delivery.

 

On June 26, 2018 (Item No. 16), the Board approved correction of Item No. 30 (May 22, 2018) to Contract No. 18-148 with Edge to upgrade the Citrix infrastructure for virtual desktop environment and application delivery, revising the contract term to the period of June 26, 2018 through June 25, 2023. A second Recommendation was also approved by the Board, revising the authorization for the Purchasing Agent to issue a Purchase Order with Edge, to approve a contract with Edge.

 

ARMC recommends approval of this amendment with Edge to provide for the health and safety of County residents by ensuring the hospital has the capacity to continue managing the IT network with increased data security. The solution provided by Edge allows for streamlined maintenance using a high-performance virtualization solution that is simple to manage.

 

PROCUREMENT

The Purchasing Department supports this amendment based on the competitive nature of the original procurement, Request for Proposal (RFP) ARMC118-ARMC-2775, and the understanding that a new RFP will be completed prior to the revised termination date.
