RECOMMENDATION(S)
Recommendation
1. Approve agreement with Terracon Consultants, Inc., to provide professional environmental consulting services, including surveying, geotechnical, materials testing, inspection services, remediation and lab services, in an amount not to exceed $500,000, from November 19, 2025 through November 18, 2030.
2. Approve, pursuant to San Bernardino County Policy No. 11-04, a waiver of standard procurement policy and authorize a sole source agreement based on the provider’s qualifications and prior environmental consulting on Regional Parks’ projects.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The professional services provided under this agreement will be funded from the Regional Parks Department’s (Department) Park Maintenance and Development Fund (2750). Sufficient appropriation is included in the Department’s 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Terracon Consultants, Inc. (Terracon) has been providing environmental consulting and fuel spill remediation services to the Department for Park Moabi for a fuel spill that occurred in the 1980s. The County is required by Colorado Water Board to complete a full remediation of the fuel spill providing evidence of completion. Therefore the continuation of Terracon’s services is essential to the timely completion of the remediation project Approval of this sole source agreement will ensure efficient, timely, and cost-effective delivery of critical environmental services.
The environmental and the fuel spill remediation services will be subject to a maximum of $500,000 for the following categories: surveying, cost estimating, geotechnical, materials testing, inspection services, environmental consulting, remediation and lab services.
PROCUREMENT
The Purchasing Department supports the non-competitive procurement of the Environmental Consulting Services with Terracondue to the past and current work Terracon has completed Pursuant to San Bernardino County Policy No. 11-04, the Board may, by affirmative action and waiver of standard procurement policy, approve an exception when qualifications and prior involvement of a provider are determined to be essential to the success of the project.
In this case, such an exception is justified as the provider possesses specialized expertise and a history of direct involvement that cannot be replicated by another vendor, making competitive procurement not in the County’s best interest.
