Recommendation
Approve non-financial Contract with California Baptist University for training and field experience to be provided by the Preschool Services Department to student interns, for the period of October 1, 2024, through September 30, 2029.

BACKGROUND INFORMATION
Preschool Services Department (PSD) provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families. Head Start and State Preschool programs have been operating in the county since 1965. Since 1999, PSD has provided these programs through a combination of direct and contracted services. The goal of Head Start programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.
PSD employs qualified professionals who will provide needed tutelage and guidance to student interns enrolled in degree programs at California Baptist University (CBU), primarily focusing on communication and swallowing disorders, language development, and cognitive issues related to language. Interns will assist in identifying communication disorders among enrolled children. Working with PSD's population of approximately 2,000 children ages 0 to 5 throughout the county will provide CBU interns with required field experience and degree related internship hours. Since 2016, PSD and CBU have partnered to provide a mutually beneficial internship program offering the training and field experience CBU students’ need and maximizing PSD’s available public resources.
The recommended Contract with CBU will allow PSD to continue to provide training and field experience to interns enrolled in various programs at CBU. Through the student internship program, PSD provides learning experiences that will help students receive the skills they need to prosper in the 21st century economy, which aligns with the San Bernardino Countywide Vision2Succeed initiative.
