RECOMMENDATION(S)

Recommendation

1.                     Approve Contract with the City of Upland, to contribute $483,944 in funding from the 2024-25 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget, and contribute $300,000 in funding from the Fourth District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the Upland Police Department Radios Purchase project, for the total not-to-exceed amount of $783,944, for the period of June 18, 2025, through June 17, 2026.

2.                     Approve Contract with the Southern California Community Safety Foundation to contribute funding from the 2024-25 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the community safety program - Firearm Safety Training 2025-2026, in the not-to-exceed amount of $60,000, for the period of June 18, 2025, through June 17, 2026.

3.                     Approve Contract with the City of Rancho Cucamonga to contribute funding from the 2024-25 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the West Side Library Expansion project, in the not-to-exceed amount of $1,200,000, for the period of June 18, 2025, through June 17, 2027.

4.                     Approve Contract with the Abundant Living Mission HD Inc., to contribute funding from the 2024-25 First District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the Project Invisible - Teen 311 mobile application and advertising campaign, to connect teenagers with information for support services, in the not-to-exceed amount of $55,000, for the period of June 18, 2025, through June 17, 2026.

5.                     Approve Contract with Crest Forest Senior Citizens’ Club, Inc., to contribute funding from the 2024-25 Third District Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards supplies, equipment, and staffing expenses for the Senior Nutrition Lunch Program, reallocating $50,000 in funds previously awarded under Contract No. 23-1146, with no new funds authorized, for the period of October 24, 2023, through June 30, 2026.

6.                     Approve Contract with the Pacific Crest Youth Arts Organization, to contribute funding from the 2024-25 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the Pacific Crests Outreach Program, in the not-to-exceed amount of $10,000, for the period of June 18, 2025, through June 17, 2026.

7.                     Approve an allocation of $31,500 from the Second District Board of Supervisors Discretionary Fund - Priorities Program budget for a series of movie theater advertisements to showcase Reel Reality Fentanyl Campaign winners’ films, for the period June 18, 2025, through June 17, 2026.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), June 11, 2024 (Item No. 110), April 29, 2025 (Item No. 86), and June 10, 2025 (Item No. 136), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, $3 million, $2.5 million, and $2.5 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.

 

The project under Recommendation No. 1 will be funded by both the Second and Fourth District’s Priorities Program budgets, with $483,944 being funded from the Second District and $300,000 being funded from the Fourth District.

 

The projects under Recommendation Nos. 2, 3, 6, and 7 will be funded by the Second District’s Priorities Program budget.

 

The project under Recommendation No. 4 will be funded by the First District’s Priorities Program budget.

 

The project under Recommendation No. 5 will be funded by the Third District’s Priorities Program budget.

 

BACKGROUND INFORMATION

Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life and meet the needs of the County’s residents.  Projects under the Priorities Program are based on District Supervisor discretion and are presented by the Chief Executive Officer (CEO) for Board approval.

 

Recommendation No. 1 will assist the City of Upland (Upland) by contributing funding to purchase 130 radios for the Upland Police Department. These radios will improve interoperability between different departments and jurisdictions; enable real-time communication regardless of vendor technology used; and upgrade critical communications via radio systems with improved signal strength and coverage and significantly reduce average delay time for radio messages. This contract serves the public purpose of promoting the safety and law enforcement needs of residents. Upland acknowledges and agrees that it will make a matching contribution of at least 25% of the total cost of the project per County Policy 05-10.

 

Recommendation No. 2 will assist the Southern California Community Safety Foundation (SCCSF) by providing funding from the Second District towards the community safety program - Firearm Safety Training 2025-2026 to help increase residents’ safety and situational awareness when around firearms. This contract serves the public purpose of promoting the safety and educational needs of residents. The SCCSF is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 3 will assist the City of Rancho Cucamonga (Rancho) to fund their West Side Library Expansion project. This contract serves the public purpose of promoting the educational and social service needs of the residents of Rancho and surrounding community by connecting the Lions Center East and West facilities (Facilities) and fully enclosing the open-air corridor between these Facilities and adding heating, ventilation and air conditioning. Rancho acknowledges and agrees that it will make a matching contribution of at least 25% of the total cost of the project per County Policy 05-10.

 

Recommendation No. 4 will assist the Abundant Living Mission HD Inc. by providing funding from the First District towards the Project Invisible - Teen 311 mobile application (app) and advertising campaign to connect teenagers with the support they need by providing a vetted list of available services, including food pantries, housing shelters, after-school programs, and mental health support.  The funding will be used to keep the information on the mobile app current.  The mobile app and associated advertising campaign will be launched at four high school campuses as well as at Victor Valley College in the upcoming school year. This contract serves the public purpose of promoting the safety, health, and social service needs of County residents. The Abundant Living Mission HD Inc. is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

On October 24, 2023 (Item No. 29), the Board approved Contract No. 23-1146 with the Crest Forest Senior Citizens’ Club, Inc. (Senior Citizens’ Club) to provide funding to support their Senior Nutrition Luncheon Program, in the not-to-exceed amount of $50,000, for the period October 24, 2023, through October 23, 2024. Recommendation No. 5 will approve a new contract with the Senior Citizens’ Club, reallocating $50,000 total in funds previously awarded under Contract No. 23-1146, with no new funds authorized.  Recommendation No. 5 will reallocate the funding to be used for staffing expenses for the Senior Nutrition Lunch Program Manager, and the purchase of essential items such as a stand-by generator and additional kitchen and lunch room supplies and equipment.  The Third District is requesting approval of this new contract retroactively effective October 24, 2023, to align with the effective date of Contract No. 23-1146. This contract continues to serve the public purpose of providing for the public health, social service, and nutritional needs of County residents. Senior Citizens’ Club is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 6 will assist the Pacific Crest Youth Arts Organization (PCYAO) by providing funding from the Second District to support their Pacific Crests Outreach Program, through providing no-cost tickets for high school band students in the County to attend Drum Corps at the Rose Bowl on July 12, 2025. This contract serves the public purpose of promoting the educational and performing arts needs of County residents by providing these tickets to economically disadvantaged students in the County. The PCYAO is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 7 will assist the Second District Supervisor to fund a series of movie theater advertisements to showcase the Reel Reality Fentanyl Campaign winners’ films, with $31,500 funded by the Second District’s Priorities Program and $8,500 funded by Department of Behavioral Health, in a total amount not-to-exceed $40,000. These winners’ films will be shown in movie theaters across the Second District targeting a wide and diverse audience, including youth and families, in an effort to combat the rise in fentanyl-related deaths This fund allocation serves the public purpose of promoting the health and safety needs of residents by amplifying youth-driven public health messaging regarding the dangers of fentanyl, the importance of naloxone (Narcan) use, and overdose prevention strategies.

 

Under the Board Discretionary Fund Priorities Program contract terms, the CEO, at the direction of the identified Supervisor, may extend the terms of the contracts, in writing, under the following conditions: 

 

a.                     In aggregate, all extensions do not exceed 12 calendar months;

b.                     Is specifically requested by the contractor;

c.                     Will not change the project goals or scope of services;

d.                     Is in the best interest of the County and contractor in performing the scope of services under the contract; and

e.                     Does not alter the amount of compensation under the contract.

 

Board discretionary funding allocations under the Priorities Program with community partners must be for projects or services of $10,000 or more as described in County Policy 05-10.  Additionally, contracts that include non-profit organizations, government entities, or educational institutions are non-competitive. Contracts with community partners that include for-profit organizations are to be processed according to existing County procurement policies.  Contracts with other government agencies or for-profit organizations require a matching contribution of at least 25% of the proposed projects.  All contracts shall be paid on a lump-sum basis or under other terms as approved by the Board.
