Recommendation
Approve a Memorandum of Understanding with the Arrowhead Regional Medical Center Foundation to support its operations for the public purpose of supporting the county hospital and the continuing education of resident physicians, nurses, interns, and other hospital personnel, and the education of its patients and the general public in health related matters, in an amount not to exceed $701,895, for the period of April 1, 2026 through March 31, 2029.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as costs of $701,895 for the support of the Arrowhead Regional Medical Center Foundation (Foundation) operations are funded by departmental revenue. Arrowhead Regional Medical Center (ARMC) will provide the Foundation with an amount not to exceed $233,965 per year for a total amount not to exceed $701,895. Adequate appropriation and revenue have been included in the ARMC 2025-2026 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Approval of the recommended Memorandum of Understanding (MOU) will allow ARMC to continue its long-standing partnership with the Foundation to support fundraising, community engagement, and philanthropic activities in support of hospital programs and services.
Under the MOU, ARMC will provide funding to support the Foundation’s administrative and operational functions necessary to carry out its mission on behalf of ARMC. These funds are separate from charitable donations raised by the Foundation and are intended to support staffing, marketing, and community engagement activities that advance ARMC’s mission and services.
Established in 1977, the Foundation is a nonprofit, public-benefit corporation formed for the sole purpose of supporting the mission of ARMC. Through this agreement, the Foundation will continue to cultivate and solicit philanthropic support from individuals, corporations, and foundations to benefit ARMC’s capital equipment needs, clinical programs, community wellness initiatives, and graduate medical education programs.
On March 28, 2023 (Item No. 16), the Board of Supervisors approved Agreement No. 23-239 with the Foundation to support its operations and expand its philanthropic impact on ARMC, in an amount not to exceed $1,005,000, for the period of April 1, 2023 through March 31, 2026. The recommended MOU continues this partnership under substantially similar terms for the subsequent three-year period.
ARMC recommends approval of this MOU to maintain a stable and collaborative relationship with the Foundation in support of hospital programs, services, and community-focused initiatives.
