RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 33 to Revenue Contract No. 94-937 with the City of Hesperia, increasing the contract by $1,091, from $18,463,990 to $18,465,081, for additional law enforcement services, with no change to the contract term of July 1, 2021 through June 30, 2022.

2.                     Authorize the addition of one regular position classified as Sheriff’s Service Specialist, Technical and Inspection Unit, R37C ($39,083 - $53,768 annual salary) to fulfill contract law enforcement service levels as requested by the City of Hesperia.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The cost for the Sheriff’s Service Specialist will be offset by the deletion of a vacant Motor Pool Services Assistant position. The increase in revenue of $1,091 will allow for reimbursement of all direct costs and various administrative costs to provide the additional services. Actual costs of overtime, fuel and vehicle maintenance are billed to the city quarterly.

 

BACKGROUND INFORMATION

The Sheriff/Coroner/Public Administrator (Department) is the primary law enforcement agency for San Bernardino County, including several cities within its jurisdiction that contract for law enforcement services. On June 22, 2021 (Item No. 95), the Board approved Amendment No. 32 to Contract No. 94-937 with the City of Hesperia, for the period of July 1, 2021 through June 30, 2022.

 

Approval of Recommendation No. 1 will update the contract’s cost for the remainder of the term and includes one new regular position as described in Recommendation No. 2. The proposed amendment, to be effective April 1, 2022, includes the following service level adjustments as requested by the City of Hesperia:

Approval of Recommendation No. 2 to add one new Sheriff’s Service Specialist position will allow the Department to provide the additional service requested by the City, in advance of the next quarterly budget report, and will expedite the hiring process.

 

All of the law enforcement services contracts provide for termination by either party upon one-year advance written notice.
