Recommendation
1. Approve Resident Physician Employment Agreement with Mohammad Arsol Arshad to provide services to Arrowhead Regional Medical Center as a resident physician for the estimated annual cost of $92,187 for the period July 1, 2023 through June 30, 2024.
2. Approve Resident Physician Employment Agreement with Alessandra Cathel to provide services to Arrowhead Regional Medical Center as a resident physician for the estimated annual cost of $112,028 for the period July 1, 2023 through June 30, 2024.
3. Approve Resident Physician Employment Agreement with Hama Hadil to provide services to Arrowhead Regional Medical Center as a resident physician for the estimated annual cost of $92,187 for the period July 1, 2023 through June 30, 2024.
4. Approve Resident Physician Employment Agreement with Rebecca Houston to provide services to Arrowhead Regional Medical Center as a resident physician for the estimated annual cost of $106,578 for the period July 1, 2023 through June 30, 2024.
5. Approve Resident Physician Employment Agreement with John Kiessling to provide services to Arrowhead Regional Medical Center as a resident physician for the estimated annual cost of $112,028 for the period July 1, 2023 through June 30, 2024.
6. Approve Resident Physician Employment Agreement with Ajay Ramnot to provide services to Arrowhead Regional Medical Center as a resident physician for the estimated annual cost of $122,711 for the period July 1, 2023 through June 30, 2024.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total cost of $867,008, which is associated with Arrowhead Regional Medical Center’s (ARMC) Neurosurgery Residency Program, is funded by State Medi-Cal, Federal Medicare, and reimbursements from local area hospitals participating resident curriculum. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the ARMC’s 2023-24 recommended budget.
BACKGROUND INFORMATION
The 2023-24 Neurosurgery Physician Residency Program Employment Agreements (Agreements) will allow resident physicians to receive medical training at ARMC and provide medical services to patients. During the 2023-24 ARMC Neurosurgery Physician Residency Program, ARMC will employ approximately eight residents.
On April 11, 2023 (Item No. 13), the Board of Supervisors (Board) approved Agreement No. 23-275 with Desert Regional Medical Hospital, Inc. dba Desert Regional Medical Center (DRMC) to accept neurosurgery residents being displaced by the closure of DRMC’s Program, effective April 11, 2023 through June 30, 2026.
The Program at DRMC will close at the end of the 2022-23 academic year. Transfer of the Program has been approved by the American Osteopathic Association (AOA), American College of Osteopathic Surgery, and OPT-West accrediting and approval boards beginning at the 2023-24 academic year.
The Agreements for have been updated to include the approved salaries for all ARMC Neurosurgery resident physicians and all additional requirements, per the AOA to ensure resident physicians meet the Post Graduate Training license requirements in a timely manner.
ARMC recommends approval of the Agreements to provide for the safety, health and social service needs to County resident by ensuring specialty training of resident physicians to provide care to ARMC patients.
