RECOMMENDATION(S)
Recommendation
1. Find the Arrowhead Regional Medical Center Sterilization System Installation and Sonic Irrigation Replacement projects in Colton are exempt under the California Environmental Quality Act Guidelines, Section 15302, Class 2, subsections (b) and (c), Replacement or Reconstruction.
2. Approve the plans and specifications for the Arrowhead Regional Medical Center Sterilization System Installation and Sonic Irrigation Replacement projects located at 400 N. Pepper Avenue in Colton.
3. Authorize the Project and Facilities Management Department to advertise for competitive bids for the Arrowhead Regional Medical Center Sterilization System Installation and Sonic Irrigation Replacement projects in Colton as two distinct projects under a single solicitation.
4. Direct the Project and Facilities Management Department to file the Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The budgets for the Arrowhead Regional Medical Center (ARMC) Sterilization System Installation and Sonic Irrigation Replacement projects (collectively referred to as the “Project”) of $5,212,983 and $875,753 respectively, are funded through the ARMC Enterprise Fund, as approved by the Board of Supervisors (Board) as part of the 2024-25 Capital Improvement Program budget.
BACKGROUND INFORMATION
This Project consists of the Sterile Processing Department (SPD) decontamination area equipment replacement and remodeling. The scope of work includes the removal of three existing sterile washers, three sinks, the stainless-steel barrier wall between clean and decontamination sides, two sonic irrigators, as well as the installation of four new sterile washers, three new sinks, three sonic irrigators, and a new stainless steel barrier wall between the sterile and decontamination side of the SPD. Existing walls will be repaired on an as needed basis and new flooring within all Project area will be installed.
It is recommended the Board determine the Project be categorically exempt pursuant to California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations) Section 15302 Class 2, subsections (b) and (c), Replacement or Reconstruction, as described in the Notice of Exemption. Section 15302 provides categorical exemption for projects involving replacement of commercial structures with new structures of substantially the same size and purpose as well as the replacement of existing facilities involving negligible or no expansion of capacity. All work involved in the Project is consistent with Class 2 exemptions and therefore will not have a significant environmental impact. No additional CEQA review is required at this time.
This Project is consistent with County Administrative Office approved Capital Improvement Program Project Nos. 21-154 and 21-065.
PROCUREMENT
Project and Facilities Management Department (PFMD) will advertise for the competitive bids for the Project on Friday, November 22, 2024. A Mandatory Pre-Bid Meeting for prospective bidders is scheduled to be conducted on Wednesday, December 4, 2024, at 8:00 a.m. at the ARMC loading dock parking lot located at 400 N. Pepper Avenue, in Colton. The bid opening for the Project is scheduled for Monday, January 20, 2025, at 10:00 a.m. at PFMD, 620 South E St, in San Bernardino.
Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans and specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
