RECOMMENDATION(S)

Recommendation

1.                     Accept grant award and approve grant award agreement (Grant Award No. TCU20-24-0033) with the California Department of Resources Recycling and Recovery, for the 2024-25 Local Government Waste Tire Cleanup Grant, for the collection, removal, transportation, recycling, and disposal of waste tires from illegal dump sites throughout the unincorporated areas of the County in the amount of $100,000 for the period November 16, 2024, through October 29, 2026.

2.                     Direct the Code Enforcement Division Chief for the Land Use Services Department to transmit the fully executed grant award agreement (Grant Award No. TCU20-24-0033), per the authority granted in Resolution No. 2023-42, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Acceptance of this grant award will not result in the use of Discretionary General Funding (Net County Cost). The grant award of $100,000 for Waste Tire Clean Up will be funded by the California Department of Resources and Recovery (CalRecycle) and does not require matching funds. Adequate appropriation and revenue to perform this action will be included in Land Use Services Department (LUS) Code Enforcement Division’s (Division) 2024-25 recommended budget and in future recommended budgets.

 

BACKGROUND INFORMATION

On April 11, 2023 (Item No. 30), the Board of Supervisors (Board) adopted Resolution No. 2023-42 (Resolution), authorizing the Code Enforcement Division Chief of LUS to execute all California Department of Resources Recycling and Recovery (CalRecycle) Tire Recycling, Cleanup, and Enforcement grant documents, including but not limited to, applications, agreements, any subsequent amendments, requests for payment, and final report, necessary to secure grant funds and implement approved grant projects for a period of five years from April 11, 2023 to April 11, 2028.  In accordance with this Resolution, the Division applied for and received an award in the amount of $100,000 from CalRecycle’s 2024-25 Local Government Waste Tire Cleanup Grants (Grant Award No. TCU20-24-0033) for the period of November 16, 2024, through October 29, 2026.  CalRecycle informed the Division of the award on September 17, 2024.

 

Through Code Enforcement’s illegal dumping program, these grant funds will help offset the costs of the removal of illegally dumped waste tires observed from field observation and from reports and complaints received from citizens.

 

Illegal dumping of waste tires is a chronic problem in the County, particularly in the desert areas. The code enforcement activities funded by these grant funds will contribute to the reduction and prevention of illegal tire disposal and will encourage compliance with state regulations.

 

Per County Policy 05-13, Code Enforcement now seeks Board of Supervisors (Board) acceptance of this grant award and approval of the grant award agreement.
