COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES

Operate in a Fiscally Responsible and Business-Like Manner.

FINANCIAL IMPACT

Approval of the recommendations will not require the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation exists within the First District’s 2025-26 budget to fund the costs related to the employment contract amendments and will be included in future recommended budgets.

BACKGROUND INFORMATION

Staff services to members of the Board of Supervisors (Board) are provided through contractual arrangement, as required by the County Charter.

The recommended amendments to the employment contracts will: 1) add provisions governing when a new employment contract or amendment is required, consistent with current practice; 2) amend the term of the contracts to provide that they shall remain in effect until the end of the term of the First District Supervisor, or when the Supervisor otherwise leaves office; however, in the event of an unexpected vacancy in this position, the contract will remain in effect until the appointment or election of a new Supervisor; and add 3) Special Assignment Compensation to the contracts.  The Special Assignment Compensation provides that increases in pay may be granted by the appointing authority as defined in the contracts to recognize the temporary assignment of additional responsibilities that are significant in nature and beyond the normal scope of the position. The duration of such assignments is not intended to exceed one calendar year and compensation will be determined by the appointing authority in increments of one-half percent, from a minimum of two and one-half percent up to a maximum of seven and one-half percent of the employee’s base pay. All other terms of the employment contracts will remain the same.

Either party may terminate their respective contract at any time without cause with a 14-day prior written notice to the other party.  The contracts may be terminated for just cause immediately by the County.

PROCUREMENT

Not applicable.
