FINANCIAL IMPACT

BACKGROUND INFORMATION

The Chance Project-Pathways Network (TCP) is a provider of resources for individuals and families with children who are homeless or in housing crisis through its Pathways Network.  The goal of the Pathways Network is to help households with children under 18 years old, as well as transition-aged youth, seniors, and adults with disabilities in housing crisis find a safe and comfortable place to live while simultaneously helping them address the root causes of their situation and return to a life of self-reliance and stability.

The recommended amendment to the Memorandum of Understanding (MOU) will allow PSD to continue its collaboration with TCP in providing needed resources and assistance to eligible families with young children ages 0-5 who are homeless or in housing crisis in San Bernardino County.  Under the terms of the MOU, PSD refers eligible families to TCP who then refers eligible families who are homeless or in housing crisis to appropriate PSD programs.

Head Start performance standards require PSD to provide intervention programs to identify concerns regarding a child’s developmental, sensory, behavioral, motor, language, social, cognitive, perceptual, and emotional skills.

PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families.  The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.  Head Start and State Preschool programs have been operating in San Bernardino County since 1965.  Since 1999, PSD has provided these programs through a combination of direct and contracted services.

On October 31, 2017 (Item No. 33), the Board of Supervisors approved the non-financial MOU, Contract No. 17-822, with TCP for collaboration in providing assistance to families with young children ages 0-5 who are homeless or in housing crisis, for the period of November 1, 2017 through October 31, 2020.

Contractor performance will continue to be measured by reviewing the required monthly reports and annual site visits by County staff to monitor compliance with the administrative and program requirements of the MOU.  The MOU may be terminated without cause by the County with a 30-day written notice.
