RECOMMENDATION(S)
Recommendation
1. Approve Amendments to Revenue Contracts, effective October 4, 2025, with the following school districts for the provision of School Resource Officer services, increasing the total annual revenue by $115,736, from $1,317,829 to $1,433,565, with no change to the original contract term of July 1, 2025, through June 30, 2026:
a. Amendment No. 8 to Contract No. 18-380 with Oro Grande School District, increasing the total revenue amount by $22,531, from $256,537 to $279,068, for one School Resource Officer.
b. Amendment No. 9 to No. 18-640 with Redlands Unified School District, increasing the total revenue amount by $25,616, from $291,680 to $317,296, for one School Resource Officer.
c. Amendment No. 5 to Contract No. 21-514 with Colton Joint Unified School District, increasing the total revenue amount by $67,589, from $769,612 to $837,201, for three School Resource Officers.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post adjustments to the Sheriff/Coroner/Public Administrator’s 2025-26 budget, as detailed in the Financial Impact Section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed amendments identified in Recommendation No. 1 provide additional revenue in the total amount of $115,736 to fund five Deputy Sheriff positions to serve as School Resource Officers (SROs) for the 2025-26 school year.
The rates listed in Schedule A of each Revenue Contract, listed in the Recommendation No. 1 (Contracts), are between 73% and 83% of the annual cost of a Deputy Sheriff and marked patrol units assigned to the districts, and provide full cost recovery for services requested by each district. This provides between 190 and 215 days of service, consistent with the length of service requested by each district, and includes 10 additional days for any other services, such as in-service training, meetings, and report writing. Once the school year ends, Deputy Sheriffs assigned to SRO duties report back to their stations and perform regular patrol duties, which are funded within the Sheriff/Coroner/Public Administrator’s (Department) existing budget allocation.
The Department requests the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the 2025-26 budget:

BACKGROUND INFORMATION
The Department currently has Contracts with the following school districts, at their request, for the provision of SRO services at their campuses:

The latest amendments, approved by the Board of Supervisors (Board) on June 18, 2025 (Item No. 89), adjusted the revenue and extended the Contract terms through June 30, 2026.
On September 9, 2025 (Item No. 36), the Board approved two new Memoranda of Understanding between San Bernardino County and the Sheriff’s Employees’ Benefit Association (SEBA) for employees in the Safety and Safety Management and Supervisory units. The new Memoranda provides for increases to salary and benefits of the employees represented by SEBA, effective October 4, 2025. The proposed amendments will update the cost of service for the remainder of the 2025-26 school year, allowing for the continuation of SRO services. In addition to peace officer duties, SROs provide mentoring to students and conduct presentations on youth-related issues. These Contracts benefit the school districts and the Department by having a dedicated law enforcement presence, which helps create a safe environment for students and faculty.
The request for the Board’s approval of the amendments is effective retroactively to October 4, 2025, due to delays in contract execution. This item is being brought at the earliest available meeting after the increased cost calculations were concluded and approvals from the school districts were obtained. Approval of Recommendation No. 1 will allow the Department to increase the revenue.
