Recommendation
Acting as the governing body of the San Bernardino County Flood Control District, approve Agreement with the City of Redlands, which ends upon completion of the project and final payment, in the amount of $2,150,000, to develop and construct the Mission Channel Triple Box Culvert Project on the northwest portion of the intersection of California Street and Redlands Boulevard in the City of Redlands.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The San Bernardino County Flood Control District (District) is funded by property taxes, fees, and other local, state, and federal funding. The City of Redlands (City) will act as the lead agency and will advance all funding for the Mission Channel Triple Box Culvert Project (Project). The total estimated cost of the Project is $4,300,000, including design, inspection, materials testing, construction management, environmental permitting, utility relocation, contingencies, and construction. The District’s share is 50% of this amount, not to exceed $2,150,000. This expense will be funded by property tax revenue.
It is estimated that the District will not have the full funding available for its share of the Project cost until fiscal year 2024-25. The City shall submit quarterly reimbursement requests to the County starting in fiscal year 2024-25 and agrees to allow the District to submit reimbursement payments when funding is available. Reimbursements will occur per the reimbursement schedule as stipulated under Section 2.1 of the Agreement and outlined in Exhibit B. The District reserves the right to amend the reimbursement schedule should an event occur that requires the District to re-allocate funding from improvement projects to maintain and repair District facilities. Sufficient appropriation and revenue will be included in the District’s future recommended budgets (1930002526 F02870).
BACKGROUND INFORMATION
The proposed Agreement delineates the responsibilities of the District and the City regarding joint participation in the design, construction and funding of the Project, which is intended to reduce flood risk in the City. Due to limited resources to resolve significant drainage issues in the City, the District’s partnership with the City provides an opportunity to accomplish common goals and bring resources together to fund a triple box culvert project for the benefit of the community.
The City’s Master Plan of Drainage and the District’s Comprehensive Storm Drain Plan identify the need to improve the downstream portion of the existing reinforced box culvert located at the intersection of California Street and Redlands Boulevard to safely convey the flows generated by a 100-year storm. The proposed Project will be located on the northwest corner of the crossing and be concurrently constructed with the widening of the northwest segment of California Street in the City. The proposed Project is a component of the District’s Zone 3 Priority Project List and Ten-Year Construction Funding Program. The District's mission is to protect life and property through flood protection throughout the County. Through partnerships with local agencies, such as the City, these common goals can be accomplished. The City approved the Agreement on February 6, 2024.
Upon completion of the Project, the City shall own, operate and maintain the culvert crossing and all the local drainage improvements, including all catch basins, lateral connections to the mainline, and all manhole covers and appurtenances for the Project within its jurisdiction. The Agreement may be cancelled upon 30 days written notice of any party. However, no party may cancel the Agreement without cause after the City awards construction contract(s).
Approval of this agreement aligns with the County’s and the Chief Executive Officer’s goals and objectives to operate in a fiscally-responsible and business-like manner and to work with other agencies.
