Recommendation
Dissolve the San Bernardino County Advisory Redistricting Commission and establish March 1, 2022, as the end of the term of the current members.

BACKGROUND INFORMATION
On March 2, 2021 (Item No. 53), the Board of Supervisors (Board) adopted an ordinance establishing an Advisory Redistricting Commission (Commission) to assist the Board with the adoption of new boundaries for all five of the supervisorial districts based on 2020 U.S. Census data. On April 20, 2021 (Item No. 4), the Board appointed five primary and five alternate members to the Commission, nominated by each of the five members of the Board, and acknowledged the appointment of two retired Superior Court Judges by the Presiding Judge.
The Commission conducted 16 public meetings throughout the County and recommended three maps to the Board. The last meeting of the Commission was on November 2, 2021, in Ontario. On December 14, 2021 (Item No. 77), the Board adopted an ordinance adjusting the boundaries for all of the supervisorial districts. The ordinance became effective on January 13, 2022.
County Code section 12.4803 states the term of office for the Commission shall end when the Board adopts a final redistricting plan and any legal or administrative challenges are resolved. The Board has adopted new supervisorial district maps and the ordinance has become final. There are no legal or administrative challenges and therefore this item will end the term of the Commission effective March 1, 2022. The Clerk of the Board and County Administrative Office will process all necessary documentation associated with the end of the Commission term.
It is anticipated the Board will appoint new members to the Commission in 2030 or 2031 to assist with redistricting based on the 2030 U.S. Census data.
