Recommendation
Approve Amendment No. 2 to Contract No. 23-244 (Grant Agreement No. 22-10792) from the California Department of Public Health, for HIV Surveillance and Prevention funding, to continue to fund the Enhanced Integration Project, increasing the contract amount by $290,471 from $697,132 to $987,603 and extending the term an additional two months, for a total period of January 1, 2023 through July 31, 2024.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). Approval of Amendment No. 2 (Amendment) to Contract No. 23-244 (Contract) in the amount of $290,471 from the California Department of Public Health (CDPH) for HIV Surveillance and Prevention funding does not require a match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
DPH has received HIV Surveillance and Prevention program funding since 1985, to educate the public on HIV prevention and provide better treatment options for HIV positive people. DPH uses the HIV Surveillance and Prevention grant to fund the Enhanced Integration Project (Project), which addresses HIV prevention efforts within the county.
DPH’s activities and services under the Project include enhanced HIV counseling and testing (including the distribution of HIV self-test kits), Hepatitis C testing and screening for other Sexually Transmitted Infections, Pre-Exposure Prophylaxis (PrEP), and Post Exposure Prophylaxis services. This includes the Prevention with Positives program which provides health and risk reduction education to the public, partner services for HIV positive patients who have negative partners, linkage to care and treatment systems for HIV positive persons, medical team detailing sessions, outreach and education to schools of pharmacy, and increased HIV prevention and support services for unhoused populations and people who use drugs.
In 2023, the Project served 538 patients through clinic-based Prevention with Positives interventions, conducted 972 outreach encounters, provided 725 HIV and/or hepatitis C rapid tests, and referred 401 persons for PrEP services.
On March 28, 2023 (Item No. 40), the Board of Supervisors (Board) approved the Contract from CDPH for the Project, in the amount of $697,132, for the period of January 1, 2023 through December 31, 2023.
On August 22, 2023 (Item No. 52), the Board approved Amendment No. 1 to the Contract, extending the Contract an additional five months, for a total period of January 1, 2023 through May 31, 2024, with no change to the original award amount of $697,132.
On January 3, 2024, DPH received award letter (Grant Agreement No. 22-10792) from CDPH to increase the award amount by $290,471 from $697,132 to $987,603 and extend the grant period two months. The increased award is to sustain Program activities without disruption and align with the State’s receipt of the federal award.
