Recommendation
Approve Amendment No. 2 to Enterprise Agreement No. 19-803 with Environmental Systems Research Institute, Inc. to increase the total contract amount by $253,050, from $2,223,000, to $2,476,050, for additional Esri software products and learning and service credits, with no change to the term of December 20, 2019, through December 19, 2022, with one two-year option to extend the term.

FINANCIAL IMPACT
Approval of this amendment will not result in the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation is included in the Innovation and Technology Department Geographic Information System (GIS) 2020-21 budget.
BACKGROUND INFORMATION
GIS answers the questions of where things are, where things happen, where resources are being deployed, or where there is actionable opportunity. GIS augments existing departmental information with location data points enabling organizations to visualize, understand, and interpret data in ways that reveal relationships, patterns, and trends of a wide variety of information through the use of maps, reports, and charts. Environmental Systems Research Institute, Inc. (Esri), a company whose headquarters are located within the County of San Bernardino in Redlands, is the industry leader in GIS technologies.
On December 10, 2019 (Item No. 47), the Board of Supervisors (Board) approved an Enterprise Agreement (EA) with Esri in the amount of $2,175,000, to provide proprietary software licensing with maintenance and support services, implementation, training, and 40 annual Esri User Conference registrations from December 20, 2019, through December 19, 2022. On June 9, 2020 (Item No. 28), the Board approved Amendment No. 1 to the EA, increasing the total contract amount by $48,000, for additional services, software licenses, and authorized callers, with no change to the term.
Additional software from Esri is needed as a result of continuing requests by County departments to expand their use of the County’s Enterprise GIS resources primarily due to their need to more effectively manage and enhance their business processes. Amendment No. 2 to the EA will provide County departments with access to Esri’s recently released software products, including ArcGIS Indoors and Mission, that will provide the County with tactical and situational awareness data during emergency events. This Amendment will also provide additional Esri Enterprise Advantage Program learning and service credits used by County staff to attend Esri training courses and engage with Esri subject matter experts on County projects and initiatives. Other Esri products will provide access to applications, allow for the automation of processing tasks, enable mobile application development, and facilitate spatial analysis of data from multiple sources. Additionally, this purchase will add 400 field worker named user accounts that are needed for County staff to use secure mobile apps while working in the field which will facilitate secure, remote access to the County’s Enterprise GIS platform.
PROCUREMENT
A procurement was not required as the County has an existing agreement (No.19-803) with Esri for the proprietary licensing and support services for the period of December 20, 2019, through December 19, 2022, approved by the Board on December 10, 2019 (Item No. 47) and only Esri can add user accounts and software to their platform.
