RECOMMENDATION(S)

Recommendation

Adopt a Resolution that:

1.                     Establishes a “No Stopping, Standing, or Parking/Tow-Away Zone” on the north side of Valley Boulevard, from 420 feet west of Cypress Avenue easterly for 180 feet in the Colton area, pursuant to County Code 52.0132(a).

2.                     Directs the County Road Commissioner to perform such acts as are necessary to implement the terms of the Resolution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost of $1,500, to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records, will be funded with Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2024-25 Road Operations budget (6650002000).

 

BACKGROUND INFORMATION

San Bernardino County Community Development and Housing (SBCCDH) has expressed concerns regarding abandoned vehicles parked in the public right-of-way on Valley Boulevard, adjacent to SBCCDH’s Las Terrazas apartment building, creating safety issues by encroaching on the edge line, which poses hazards for residents accessing the main entrance.

 

A request to establish a “No Stopping, Standing, or Parking/Tow-Away Zone” was received, which prompted the Department to conduct a traffic engineering investigation along Valley Boulevard. Based upon the Department’s traffic engineering investigation and field observation, the Department recommends that the Board of Supervisors adopts a resolution establishing a “No Stopping, Standing, or Parking Zone/Tow-Away Zone” on the north side of Valley Boulevard, from 420 feet west of Cypress Avenue easterly for 180 feet, in the Colton area, pursuant to County Code 52.0132(a).

 

The proposed Resolution will also direct the County Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes the posting of “No Stopping, Standing, or Parking/Tow-Away Zone” parking signs, per County Code Section 52.0132(a), to prohibit the parking of abandoned vehicles on Valley Boulevard.
