RECOMMENDATION(S)
Recommendation
1. Approve Airport Improvement Program Grant Agreement with the United States Department of Transportation, acting through the Federal Aviation Administration, accepting an Airport Improvement Program grant for the Chino Airport Electrical Vault Upgrade Design and Construction Project, in an amount up to $576,706, for a term of four years, commencing on the date the grant agreement is executed by both parties.
2. Authorize the Director of the Department of Airports to execute and submit the Airport Improvement Program Grant Agreement, and other subsequent documentation required to accept the grant, subject to County Counsel review.
3. Direct the Director of the Department of Airports to transmit the Airport Improvement Program Grant Agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not require the use of Discretionary General Funding (Net County Cost). The total cost for the Chino Airport Electrical Vault Upgrade Design and Construction Project (Project) is $640,784. This cost will be funded as follows: 90%, or $576,706, from the Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant; 5%, or $32,039, from a California Department of Transportation matching grant though a separate grant agreement that will be presented by the Department of Airports (Department) to the Board of Supervisors (Board) for consideration at a future date; and 5%, or $32,039, from the Department’s Airport Capital Improvement Fund (631-100-2180). This Project is included in the Department’s 2024-25 budget. Approval of any necessary budget adjustments to the Department’s 2024-25 budget are not being requested at this time but will be presented to the Board at a later date, if necessary.
BACKGROUND INFORMATION
Approval of this item will accept a FAA AIP Grant Agreement (Agreement) for the Project in the amount of up to $576,706 and designate the Department Director to execute and submit the Agreement, and any other required documents, to accept the grant. The grant funds will be used to provide upgrades to operate the aging computer system of Chino Airport’s electrical vault room. This Project will maintain the safety of day-and-night operations of the runway system.
Pursuant to FAA process, in December 2023, the Department, on behalf of the County as the Airport Sponsor, submitted a non-binding pre-application to the FAA to notify the FAA of the County’s intent to request grant funds to accomplish the Project, which was among the projects previously identified by the Department and the FAA as eligible for AIP grant funding. On February 27, 2024, the Board approved an advertisement for competitive bids for the Project to confirm the cost prior to the County’s submission of a grant application. The Project and Facilities Management Department will bring a separate item to the Board for consideration of approval for the construction contract for the Project.
In compliance with FAA process and following approval by the Chief Executive Officer, on July 16, 2024, the Department submitted a non-binding application to the FAA for grant funds for the Project.
The FAA has approved the Department’s grant application and requires that the Agreement be executed and submitted electronically within 10 days after issuance. Designating the Department Director as the authorized official to execute and submit the Agreement, and any other required documents, will enable the Department to efficiently manage the grant.
