Approve Amendment No. 1 to Contract No. 20-591 with Dokken Engineering to extend the term of the contract to December 31, 2027, for a total contract period of July 14, 2020 through December 31, 2027, and to add provisions for compliance with Executive Order N-6-22 Russia Sanctions and Senate Bill 1439 contractor information reporting, with no change to the contract scope or to the contract amount of $2,498,918, for the Replacement of 10 Bridges on National Trails Highway in the Amboy and Essex Areas.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenues, fees, and other state, federal, and local funding.  The proposed amendment will not result in a change to the contract amount of $2,498,918, which is currently funded with federal Highway Bridge Program (HBP) revenue at 88.53% ($2,212,292.11), and the County match of 11.47% ($286,625.89) which is funded with Discretionary General Funding allocated to the Department specifically for use on National Trails Highway bridges.  Sufficient appropriation and revenue are included in the Department’s 2024-25 Road Operations budget (6650002000 12H14853, 12H14910-18), and will be included in future recommended budgets as necessary.

 

BACKGROUND INFORMATION

Amendment No. 1 to Contract No. 20-591 with Dokken Engineering (Dokken) will extend the term from July 14, 2020 to December 31, 2027 to provide Dokken additional time to complete bridge design and plans for the Replacement of 10 Bridges on National Trails Highway in the Amboy and Essex Areas (Project). Amendment No. 1 does not change the contract scope or the original contract amount of $2,498,918.

 

The Department has received Dokken’s 65% plan submittal. Dokken has also completed California Environmental Quality Act and National Environmental Quality Act as adopted by the Board of Supervisors (Board) on May 7, 2024 (Item No. 45). Extension of the contract term will also provide additional time for Dokken to provide support and any additional reports required by the regulatory agency permitting process that has been initiated since Board certification of the environmental documents.

 

The Project consists of the replacement of 10 bridges (Bristol Ditch, Cerro Ditch, Gordo Ditch, Cerulia Ditch, Leith Ditch, Terra Ditch, Sombra Ditch, Beacon Ditch, Larissa Ditch and Adena Ditch) on National Trails Highway in the Amboy and Essex Areas.  This Project represents 10 of the 133 bridges on National Trails Highway that were constructed in 1929-1930 and are in need of replacement.  The new bridges will be designed to accommodate legal load weight limits and a 100-year storm event.

 

PROCUREMENT

On July 14, 2020 (Item No. 41), the Board approved Contract No. 20-591 with Dokken in the amount of $2,498,918 for the term of July 14, 2020 through July 13, 2024 to provide engineering and environmental services for the Project.
