Recommendation
1. Acting as the governing body of San Bernardino County, approve contracts with the following four contractors to provide on-call maintenance and emergency fence repair services for individual public projects that do not exceed $75,000, and emergency projects on an as-needed basis, in an amount not-to-exceed $1,000,000 per contract over the five-year term of July 1, 2025, through June 30, 2030:

b. Mario Reyes Construction, Inc.
c. Quality Fence Co. Inc.
d. Red Hawk Services Inc.
2. Acting as the governing body of all Board Governed County Service Areas and their Zones, approve contracts with the following four contractors to provide on-call maintenance and emergency fence repair services for individual public projects that do not exceed $75,000, and emergency projects on an as-needed basis, in an amount not-to-exceed $1,000,000 per contract over the five-year term of July 1, 2025 through June 30, 2030:

3. FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Costs associated with the recommended contracts, which shall not exceed $1,000,000 per contractor over the five-year term, will be funded through available revenue sources of the applicable Board Governed County Service Areas and their Zones, the Big Bear Valley Recreation and Park District, and the Bloomington Recreation and Park District (collectively, Districts). These contracts will also be available to other County Departments should their respective project be managed by the Department of Public Works - Special Districts’ (Department) Project Management Division. County departments who use these contracts are responsible for ensuring adequate funding is included in their respective budgets. Sufficient appropriation and revenue to fund the costs of these services are included in the Districts’ respective 2025-26 budgets and will be included in future recommended budgets through the end of each contract term.
BACKGROUND INFORMATION
The Department of Public Works - Special Districts (Department) provides administrative oversight and manages operations for the Districts and various capital improvement projects countywide. At times, the County and the Districts require emergency maintenance and repair fencing services in support of yards, water and sanitation facilities, and for other County and district facilities. Historically, the Department has relied on contractors to provide these services for the County and Districts. The current contracts for these services, which were approved by the Board of Supervisors/Board of Directors (Board) on August 11, 2020 (Item No. 57), are scheduled to expire on June 30, 2025.
This item seeks Board approval of contracts with four contractors to provide on-call maintenance and emergency fence repair services for routine maintenance projects, individual public projects not exceeding $75,000, and emergency projects from July 1, 2025, through June 30, 2030. These services will be for the Districts and certain County Capital Improvement Program projects administered by the Department. The Department recommends these contracts because the availability of pre-approved on-call contractors reduces response time to facilitate repair and maintenance of fencing at various locations.
PROCUREMENT
On April 10, 2025, the Department released Request for Proposal (RFP) No. SPD125/SPDAD-5834 with the Purchasing Department (Purchasing) on the County’s Electronic Procurement System (e-Pro). To solicit proposals from interested and qualified agencies to provide on-call, routine maintenance, and emergency fence repair services for County and Special District facilities, for a period of 5 years.
Four proposals were received by the established deadline in response to the RFP. Proposals from the four contractors listed below met the minimum requirements and continued through the evaluation process.

The evaluation panel, which included representatives from the Department, reviewed and evaluated the proposals using the criteria listed in the RFP: qualifications and experience, technical review, cost and assignment preferences, and references.
Based on the evaluation criteria, the evaluation panel found that Fence Ellent, Mario Reyes Construction, Inc., Quality Fence Co. Inc., and Red Hawk Services Inc., all met the needs of the Districts. Award letters were sent to all responsible and responsive proposers on May 27, 2025. No protests were received within the allowable period.
Purchasing supports this competitive procurement based on the formal solicitation described above.
