RECOMMENDATION(S)
Recommendation
1. Find that the Glen Helen Regional Park Monument Project located at Glen Helen Regional Park is exempt under the California Environmental Quality Act, Title 14 of the California Code of Regulations Section 15311(a), Class 11, Accessory Structures.
2. Approve the Glen Helen Regional Park Monument Project as defined in the Notice of Exemption and direct the Clerk of the Board of Supervisors to file and post the Notice of Exemption.
3. Approve the plans and specifications for the Glen Helen Regional Park Monument Project.
4. Authorize the Director of the Department of Public Works to advertise the Glen Helen Regional Park Monument Project for formal bids.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Funding for the Glen Helen Monument Project at Glen Helen Regional Park (Project) was approved by the Board of Supervisors (Board) on December 7, 2021 (Item No. 56). The funding consists primarily of a Proposition 68 grant that was issued by the California Department of Parks and Recreation Office of Grants and Local Services to the County’s Regional Parks Department (Regional Parks). Sufficient appropriation and revenue for the Project are included in Regional Parks’ 2022-23 budget and will be included in future recommended budgets as needed.
BACKGROUND INFORMATION
The Project involves removal of existing center median signage at the entrance (Gate 1) of Glen Helen Regional Park and installation of a ground level median monument sign and prefabricated overhead sign that will reflect the renewed branding of Regional Parks.
Staff of the Department of Public Works - Special Districts (Department) has reviewed the Project and determined that a categorical exemption exists in accordance with the California Environmental Quality Act (CEQA) Guidelines, Section 15311(a), Class 11, Accessory Structures. The Class 11 exemption allows for the construction, or placement of minor structures accessory to existing commercial, industrial, or institutional facilities, including but not limited to: on-premise signs. When the Board considers the environmental finding, the filing and posting of a Notice of Exemption is recommended.
In addition to the CEQA finding, this item seeks Board approval of the Project’s plans and specifications and authorization to advertise for bids.
The Project aligns with the County and the Chief Executive Officer’s goals and objectives to promote the Countywide vision and ensures the development of a well-planned, balanced, and sustainable County through the replacement of a new monument sign and overhead sign that reflects the renewed branding of Regional Parks. The procurement process will ensure the project is awarded to the lowest responsible bidder to make certain that funds are spent in a sustainable manner.
PROCUREMENT
The Project will be advertised in accordance with Section 22037 of the California Public Contract code. The Department anticipates returning to the Board in April 2023 with a recommendation for award of the construction contract.
