Approve Amendment No. 3 to Agreement No. 4400011581 with Curaspan Health Group, Inc. for a patient placement referral system, increasing the contract amount by $92,500, from $479,324 to $571,824, and extending the term by one year, for a total contract term of July 1, 2018 through June 30, 2024.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $92,500 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2022-23 budget and will be included in 2023-24 recommended budget.

 

BACKGROUND INFORMATION

The recommended Amendment No. 3 to Agreement No. 4400011581 with Curaspan Health Group, Inc. (Curaspan) will allow for the continued use of a patient placement referral system to efficiently transition patients from ARMC to skilled nursing facilities, acute rehabilitation centers, long-term acute care facilities and home health agencies. On July 1, 2018, the Purchasing Agent approved Master Agreement No. 4400011581 with Curaspan for a patient placement referral system in the amount of $470,000, for a five-year period of July 1, 2018 through June 30, 2023. The Purchasing Agent approved Amendment No. 1, effective June 15, 2020, to the Master Agreement for an updated scope of work to interface with the hospital’s new Electronic Health Record system, Epic, increasing the agreement amount by $7,500, from $470,000 to $477,500, with no change to the agreement term through June 30, 2023. The Purchasing Agent approved Amendment No. 2, effective September 1, 2021, to the Master Agreement for an updated Product and Pricing Schedule, increasing the agreement amount by $1,824, from $477,500 to $479,324, with no change to the agreement term through June 30, 2023.

 

ARMC recommends approval of this amendment to allow additional time to complete a competitive procurement process with no disruption to the hospital’s current patient placement referral system to ensure patients are efficiently transferred to the most appropriate level and place of care.

 

PROCUREMENT

ARMC is currently in the competitive Request for Proposals (RFP) process for a patient placement referral system. The sole proposal received on March 10, 2023, in response to RFP No. ARMC123-ARMC-4843, was deemed unresponsive as the proposal did not meet minimum requirements. Therefore, the RFP has been reissued as RFP No. ARMC123-ARMC-4950 through the County’s electronic procurement system (ePro). An extension of the existing agreement for the current patient placement referral system is requested to ensure sufficient time for completion of an RFP process and implementation of the resulting new contract.

 

The original procurement for Curaspan in 2018 was non-competitive based on functional specifications as Curaspan was the leading provider for such services at the time of purchase. The Purchasing Department continues to support this non-competitive procurement with the understanding that the RFP process will be completed prior to the new agreement termination date.
