RECOMMENDATION(S)

Recommendation

1.                     Approve and accept Amendment No. 1 to Contract No. 24-212 (Award No. A67065) from the University of California Davis, Koret Shelter Medicine Program, for the California for All Animals Program to support the pilot pet foster program, extending the grant term an additional three months, for a total term of April 1, 2024, through June 30, 2025, with no change to the contract amount of $100,000.

2.                     Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health, to execute and submit the amendment, and any subsequent non-substantive amendments, subject to review by County Counsel.

3.                     Direct the Director of the Department of Public Health to transmit all amendments to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The grant award in the amount not-to-exceed $100,000 from the University of California Davis, Koret Shelter Medicine Program (UC Davis KSMP), through the California for All Animals Program does not require a match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2024-25 budget.

 

BACKGROUND INFORMATION

UC Davis KSMP is the state contracted agency that disperses state funding through grant allocations to local animal shelters for the California for All Animals Program. The intent of this program is to reduce the euthanasia of adoptable, healthy, and treatable pets.

 

The DPH Animal Care Division currently uses the grant award to increase the level of care for pets in need of enhanced services in DPH facilities that otherwise may be subject to euthanasia, which aligns with the goals of the California for All Animals Program.

 

DPH is using the funds for a pet foster program which trains foster families to provide temporary homes for high-need kittens and cats requiring additional support prior to adoption. This includes young kittens without a mother, ill cats, and semi-social cats. The pet foster program aims to create a caring environment to better prepare the animals for adoption, as well as expand the number of kittens and cats which can be cared for by DPH for the grant period.

 

On March 12, 2024, (Item No. 31) the Board of Supervisors approved receipt of (Award No. A67065) in the amount of $100,000 for the original term of April 1, 2024 through March 31, 2025.

 

On December 6, 2024, the Department of Public Health received an Amendment Agreement Notice from UC Davis KSMP for an extension of the grant term for three additional months, ending June 30, 2025, to align with the state fiscal year. This term extension will allow DPH to continue the pilot pet foster program, which serves animals in need and furthers the County goal of providing for the safety, health and social service needs of county residents.
