Recommendation
Accept the Grant Award and approve the Agreement (Grant Award Agreement No. 240296) with Tulare County Office of Education, for the California Friday Night Live Partnership, supporting the Social Emotional Learning project, in an amount not to exceed $150,000, for the contract period from July 1, 2023 through June 30, 2024.

FINANCIAL IMPACT
This item will not result in the use of additional Discretionary General Funding (Net County Cost). The total funding amount of $150,000 from the Tulare County Office of Education (TCOE), California Friday Night Life Partnership (CFNLP), does not require a local match. Approval of the necessary adjustments to the Department of Public Health’s (DPH) 2023-24 budget is not requested at this time but will be included on a future Countywide budget report presented to the Board of Supervisors (Board) for approval, if necessary.
BACKGROUND INFORMATION
The CFNLP Social Emotional Learning (SEL) project is designed to reach out to children at elementary through high schools, and teen centers providing SEL, mental health awareness, substance abuse prevention, school-wide events, clubs, before and after school programs, and educational presentations for school staff.
Outreach is hosted by CFNLP staff during on-campus recruitment activities, including games and engagement activities held during lunch periods at the schools. SEL project activities will be ongoing through the academic year during regularly held CFNLP Chapter meetings facilitated by DPH staff on each school campus. The CFNLP program builds community partnerships in schools and the communities that support youth by helping to foster a sense of autonomy and power and promote the belief in a young person’s capacity to contribute to the improvement of the health and wellness of their own community.
The CFNLP intends to elevate and normalize SEL best practices within a youth demographic and provide opportunities for youth to be supported and heard through activities, such as vendor education at retailers to discuss placement of tobacco products out of view from children and attending city council meetings. Youth in the CFNLP program benefit from a safe environment, opportunities for community engagement, leadership, advocacy, building caring and meaningful relationships with peers and adults and engaging in skill building activities.
Through this funding, DPH Health Education staff will work with young people to bring youth voice to SEL Communities of Practice (CoP), a collaborative effort with the San Bernardino County Superintendent of Schools (SBCSS) to support their wider SEL priorities throughout the county. This partnership provides an opportunity for young people to act on their campus, improve school climate, and create an environment where students feel safer and more connected.
The SEL project will be integrated into existing CFNLP chapters to expand efforts including hosting additional campus wide outreach and awareness (of wellness and mental health) activities, enhance involvement in school-based cultural events, foster mentorship opportunities between high schools and middle schools, increase engagement with the Whole Child Collaborative of the SBCSS, part of the CoP, and supporting SEL conferences for school advisors across the existing CFNLP chapters.
CFNLP has demonstrated its success through its ability to support a variety of issues of concern to young people. When youth are actively engaged in positive activities with a purposeful role, research shows they are better protected and more prepared to handle difficult situations life poses. Supporting youth and engaging them as partners in community development activities has a positive impact on the growth of young people. The CFNLP program builds partnerships for positive and healthy youth development which engage youth as active leaders and resources in their communities. The CFNLP system has identified a list of program outcomes that are important, achievable, and measurable.
The CFNLP Standards of Practice, a method used by CFNLP to identify outcomes that are important, achievable, and measurable, are in direct alignment with the SEL core social and emotional competencies that support learning and development, as identified by the Collaborative for Academic, Social and Emotional Learning: self-awareness, self-management, responsible decision making, relationship skills and social awareness. CFNLP provides training and technical assistance to support the successful integration of the SEL project.
The following organizations will benefit from the CFNLP SEL project: Chaparral High School, Granite Hills High School, Indian Springs High School, Chino Teen Center, Oak View High School, and Bradley Elementary. Schools are selected based on previous year’s performance in completing mini-grant projects, maintaining active student membership, having dedicated school administrative support, and having chapters in good standing.
On February 16, 2023, DPH received an intent to apply via letter of intent or informal application. On March 23, 2023, DPH received an e-mail notification from CFNLP of the intent to award funds to San Bernardino County, with subsequent contractual documents to be issued at a later date.
On July 13, 2023, DPH received Grant Award Agreement No. 240296 from the Tulare County Office of Education, for the CFNLP SEL project, in the amount of $150,000, for the contract period of July 1, 2023 through June 30, 2024.
This item is being presented at this time, as this is the first date available for presentation following the required operational, fiscal, and legal reviews. Approval by the Board at this time will not impact DPH’s services or activities.
