RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 2 to Agreement No. 24-289 (Award No. 6 UT8HA33958-05-03), from the United States Department of Health and Human Services, Health Resources and Services Administration for the Ending the HIV Epidemic: A Plan for America - Ryan White HIV/AIDS Program Parts A and B, authorizing the carryover of $604,339 in unobligated funding from the prior budget period, to increase the total award amount from $2,559,215 to $3,163,554, for the period of March 1, 2024 through February 28, 2025.

2.                     Approve and authorize the submission of a grant application to the United States Department of Health and Human Services, Health Resources and Services Administration, for continued Ending the HIV Epidemic: A Plan for America - Ryan White HIV/AIDS Program Parts A and B funding in an amount of up to $25,000,000, for the period of March 1, 2025 through February 28, 2030.

3.                     Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit any subsequent non-substantive amendments or documents required to receive the grant award in Recommendation No. 1, or for the submission of the grant application in Recommendation No. 2, for the Ending the HIV Epidemic: A Plan for America - Ryan White HIV/AIDS Program Parts A and B, on behalf of the County, subject to review by County Counsel.

4.                     Direct the Director of the Department of Public Health to transmit any amendments in relation to the grant award or grant application to the Clerk of the Board of Supervisors within 30 days of execution.

5.                     Direct the Clerk of the Board of Supervisors to maintain the grant application as a confidential document through the grant application submission deadline of October 22, 2024.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Amendment No. 2 to Agreement No. 24-289 (Award No. 6 UT8HA33958-05-03) from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the Ending the HIV Epidemic: A Plan for America - Ryan White HIV/AIDS Program Parts A and B (EHE) authorizes the carryover of $604,339 from 2023-24 to 2024-25, increasing the total award amount from $2,559,215 to $3,163,554, with no change to the period of March 1, 2024 through February 28, 2025. There is no match required for this award.

 

Similarly, the grant application from EHE , in an amount of up to $25,000,000, for the five-year period of March 1, 2025 through February 28, 2030, does not require a local match. Adequate appropriation and revenue were included in the Department of Public Health’s (DPH) 2024-25 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Ryan White Program was enacted in 1990 to provide federal funding for comprehensive primary healthcare and support services for persons living with HIV/AIDS. DPH, acting as the lead agency for San Bernardino and Riverside Counties, develops and submits the grant application, accepts the grant award, administers the grant funds, procures service contracts, and ensures compliance with federal grant requirements.

 

EHE funds efforts to reduce new HIV infections throughout the United States. The funding is used to provide support services and interventions, through the use of subcontractors, that link persons living with HIV to care and treatment facilities throughout San Bernardino and Riverside Counties. Services include outpatient medical care, case management, and food and transportation services, as appropriate. Approximately 5,200 individuals are served through EHS each year. This item accepts the final award payment for the 2020-25 performance period, and requests approval to apply for the next five-year period of 2025-30.

 

On April 7, 2020 (Item No. 32), the Board of Supervisors (Board) approved Contract No. 20-171 (Award No. 1 UT8HA33958-01-00) for EHE funding in the amount of $1,000,000, for the period of March 1, 2020 through February 28, 2021.

 

On March 2, 2021 (Item No. 25), the Board approved Contract No. 21-166 (Award No. 5 UT8HA33958-02-00) for EHE funding in the amount of $240,000, for the period of March 1, 2021 through February 28, 2022.

 

On April 20, 2021 (Item No. 33), the Board approved Amendment No. 1 to Contract No. 21-166 (Award No. 6 UT8HA33958-02-01), increasing funding by $1,427,000, from $240,000 to $1,667,000, for the period of March 1, 2021 through February 28, 2022.

 

On March 15, 2022 (Item No. 39), the Board approved Contract No. 22-194 (Award No. 5 UT8HA33958-03-00) for EHE funding in the amount of $447,955, for the period of March 1, 2022 through February 28, 2023.

 

On August 23, 2022 (Item No. 36), the Board approved Amendment No. 1 to Contract No. 22-194 (Award No. 6 UT8HA33958-03-01), increasing funding by $1,552,445, from $447,995 to $2,000,440, for the period of March 1, 2022 through February 28, 2023.

 

On February 28, 2023 (Item No. 44), the Board approved Contract No. 23-155 (Award No. 5 UT8HA33958-04-00) for EHE funding in the amount of $343,068, for the period of March 1, 2023 through February 29, 2024.

 

On April 25, 2023, (Item No. 48) the Board approved Amendment No. 1 to Contract No. 23-155 (Award No. 6 UT8HA33958-04-01), increasing funding by $2,212,693, from $343,068 to $2,555,761, for the period of March 1, 2023 through February 29, 2024.

 

On March 26, 2024 (Item No. 60) the Board approved Agreement No. 24-289 (Award 5 UT8HA33958-05-00) for EHE funding in the amount of $913,428, for the period of March 1, 2024 through February 28, 2025. On March 1, 2024, DPH received a revised award notice from HRSA changing the award number to Grant Award No. 6 UT8HA33958-05-01.

 

On July 9, 2024, (Item No. 35) the Board approved Amendment No. 1 to Contract No. 24-289 (Award No. 6 UT8HA33958-05-02), increasing funding by $1,645,787, from $913,428 to $2,559,215, for the period of March 1, 2024 through February 28, 2025.

 

On August 1, 2024, DPH received Amendment No. 2 to Contract No. 24-289 (Award No. 6 UT8HA33958-05-03). This amendment authorizes carryover funds from 2023-24 to 2024-25, in the amount of $604,339, increasing funding from $2,559,215 to $3,163,554, for the period of March 1, 2024 through February 28, 2025. The carryover is due to one vendor having delays in getting their program established timely. The delays have been resolved and it is anticipated all funding will be expended timely.

 

On August 22, 2024, HSRA announced the EHE Notice of Funding Opportunity for the period of March 1, 2025 through February 28, 2030. EHE funding is extremely competitive, with many potential applicants pursuing limited available funding. As a result, the grant application will be available for review after the grant application submission deadline of October 22, 2024, at the Office of the Clerk of the Board, 385 North Arrowhead Avenue, in San Bernardino.

 

This item is being presented at this time as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s Ryan White Program services or activities.
