Recommendation

Approve Amendment No. 2, effective February 11, 2020, to County Revenue Contract No. 19-457 (State Revenue Agreement No. AP-1920-20) with the California Department of Aging, for Area Plan services, increasing the total contract amount by $1,429,888, from $7,771,071 to $9,200,959, and updating Exhibits A, B and E, with no change to the contract period of July 1, 2019 through June 30, 2020.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The increase of $1,429,888 for Area Plan (AP) services is 100% State allocated from the California Department of Aging (CDA).  Approval of the necessary budget adjustments to the Department of Aging and Adult Services’ (DAAS) 2019-20 budget is not requested at this time, but will be included on a future quarterly countywide budget report presented to the Board of Supervisors (Board) for approval. 

 

BACKGROUND INFORMATION

The Federal Older Americans Act (OAA) promotes the welfare and dignity of older adults by providing valuable services in order to enable older adults to be independent, remain in their communities, and assist them to be engaged citizens.  In 1976, the State of California designated the County of San Bernardino as an Area Agency on Aging.  As a result of this designation, DAAS receives funding to administer AP services.

 

AP services assist approximately 90,000 eligible clients annually.  Services include congregate and home delivered meals, information and assistance, legal assistance, supportive services, personal care, assisted transportation and bus passes, family caregiver support, disease prevention, health promotion and Long-Term Care Ombudsman services, including elder abuse prevention programs.  The funding increase from CDA will provide DAAS an additional $1,429,888 to meet mandated AP services, as well as updating contract exhibit language to meet state requirements.  The recommended amendment to the revenue contract will enable DAAS to provide services to an additional 8,000 clients over the remainder of the contract period.

 

On July 9, 2019 (Item No. 5), the Board approved County Revenue Contract No. 19-457 (State Revenue Agreement No. AP-1920-20) in the amount of $7,536,830, to provide AP services, for the period of July 1, 2019 through June 30, 2020.  In addition, this item adopted a resolution authorizing the Chairman of the Board, the Chief Executive Officer, or the DAAS Director to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. AP-1920-20, on behalf of the County, subject to review by County Counsel.

 

On November 5, 2019 (Item No. 5), the Board approved Amendment No. 1 to the contract, increasing the total contract amount by $234,241, from $7,536,830 to $7,771,071, with no change to the contract period.
