RECOMMENDATION(S)
Recommendation
Acting as the governing body of San Bernardino County and the San Bernardino County Fire Protection District:
1. Approve the following Capital Improvement Program projects:
a. Project No. 25-166 in the amount of $196,166 for the Fire Station 26 Parking Lot Re-pavement and Seal Project located in Twin Peaks.
b. Project No. 25-167 in the amount of $121,120 for the Fire Station 26 Vinyl Siding Replacement Project located in Twin Peaks.
c. Project No. 25-168 in the amount of $165,834 for the Fire Station 99 Roof Replacement Project located in Forest Falls.
d. Project No. 25-169 in the amount of $291,431 for the Fire Station 41 Apparatus Bay Roof Repair Project located in Yucca Valley.
e. Project No. 25-170 in the amount of $125,835 for the Fire Station 42 Apparatus Bay Drywall Installation Project located in Yucca Valley.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments, as detailed in the Financial Impact section, for the projects identified in Recommendation No. 1 (Four votes required).

FINANCIAL IMPACT
Approval of the recommendations will not result in the use of Discretionary General Funding (Net County Cost). The Capital Improvement Program (CIP) projects identified in Recommendation No. 1 will be funded by the San Bernardino County Fire Protection District (SBCFPD) through the use of available reserves within various regional service zones operating funds. The total estimated cost of these five projects is $900,386.
The following 2024-25 budget adjustments are requested for the CIP projects:

BACKGROUND INFORMATION
SBCFPD provides emergency and fire protection services to over 60 communities and unincorporated areas covering over 20,160 square miles within the County. SBCFPD is committed to providing the highest level of service in the most efficient and cost-effective manner to the citizens and communities it serves. The CIP projects described below will ensure SBCFPD facilities are equipped with the necessary resources to allow SBCFPD staff to respond to the safety, health, and social service needs of county residents.
Fire Station 26, located in Twin Peaks, has experienced damage to the asphalt areas around the station. Approval of CIP Project No. 25-166 for the Fire Station 26 Parking Lot Re-pavement and Seal Project will allow SBCFPD to proceed with the removal and replacement of asphalt as necessary to eliminate any potential health and safety hazards, at an estimated cost of $196,166.
Additionally, Fire Station 26 has undergone significant deterioration to the exterior siding due to the extreme weather conditions in the mountain area. Approval of CIP Project No. 25-167, the Fire Station 26 Vinyl Siding Replacement Project, will allow SBCFPD to proceed with the necessary removal and replacement of the exterior vinyl siding, at an estimated cost of $121,120.
Fire Station 99, located in Forest Falls, needs a roof replacement due to the multiple roof leaks causing damage to other parts of the station. Approval of CIP Project No. 25-168, the Fire Station 99 Roof Replacement Project, will allow SBCFPD to replace the roof to prevent any further damage to the structure, at an estimated cost of $165,834.
Fire Station 41, located in Yucca Valley, has experienced roof leaks, rotted eaves, and other weather damage to the apparatus bay area. Approval of CIP Project No. 25-169, the Fire Station 41 Apparatus Bay Roof Repair Project, will allow SBCFPD to proceed with the removal and repairs, at an estimated cost of $291,431.
Fire Station 42, located in Yucca Valley, needs insulation protection in the interior walls. Approval of CIP Project No. 25-170, the Fire Station 42 Apparatus Bay Drywall Installation Project, will allow SBCFPD to proceed with repairs as necessary to eliminate any potential health or safety hazards, at an estimated cost of $125,835.
The Project and Facilities Management Department will manage these projects for SBCFPD.
PROCUREMENT
Selection of the contractors for the various CIP projects will be in accordance with the County’s procurement policies and procedures.
