Recommendation
Approve Memorandum of Understanding with the California Department of Parks and Recreation, Division of Boating and Waterways for the retroactive period of July 1, 2023 through June 30, 2024 to reimburse the Sheriff/Coroner/Public Administrator for personnel training costs related to boating safety and the enforcement of boating safety laws and regulations.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The California Department of Parks and Recreation, Division of Boating and Waterways (DBW) will provide reimbursement to the Sheriff/Coroner/Public Administrator (Department) for the transportation, lodging, and meal expenses incurred by Department employees while attending and satisfactorily completing training courses approved by DBW. DBW’s training budget fluctuates each year and reimbursements are contingent upon the availability of funds and successful completion of administrative requirements of DBW’s Marine Law Enforcement Training Program. Reimbursements will be based on rates listed in the Memorandum of Understanding (MOU). A budget adjustment is not requested at this time but will be included in the mid-year budget report presented to the Board of Supervisors (Board) for approval, if necessary.
BACKGROUND INFORMATION
DBW’s Marine Law Enforcement Training Program provides training courses statewide to law enforcement officers, harbor patrol officers, lifeguards, and others that work in a marine patrol environment. Statewide training ensures uniform enforcement of boating laws on all of California's waterways. The purpose of the training program is to provide comprehensive, current, and effective courses with reliable consistency.
DBW training courses are designed to accommodate all levels of boating skills. Fundamental basic courses for new boat patrol officers include Basic Maritime Officer, Inland Boat Operator Training, Boating Under the Influence, and Basic Accident Investigation. More advanced courses for experienced boat patrol officers include Rescue Boat Operations, Marine Fire Fighting, Introduction to Rescue Watercraft for Law Enforcement, and Advanced Accident Investigation. Most DBW training courses are certified by the California State Commission on Peace Officers Standards and Training.
Funds from DBW are available to reimburse qualified employee expenses incurred while completing division sponsored training for the period of July 1, 2023 through June 30, 2024. The signed MOU must be returned to DBW prior to reimbursement. Claims for expense reimbursement can be submitted retroactively from July 1, 2023.
