RECOMMENDATION(S)
Recommendation
1. Accept a combined grant award (Award No. 09CH011719-04-00) from the United States Department of Health and Human Services, Administration for Children and Families for continued support of the Head Start, Early Head Start, Early Head Start - Child Care Partnership Programs, in a combined amount of $60,021,002, for the period of July 1, 2023 through June 30, 2024.
2. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of Preschool Services Department to accept and execute any subsequent non-substantive amendments to Grant Award No. 09CH011719-04-00 for the Head Start, Early Head Start, and Early Head Start - Child Care Partnership programs, on behalf of the County, subject to review by County Counsel.
3. Direct the Director of Preschool Services Department to transmit all amendments to Grant Award No. 09CH011719-04-00 for the Head Start, Early Head Start, and Early Head Start - Child Care Partnership programs to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award in the combined amount of $60,021,002 from the United States Department of Health and Human Services, Administration for Children and Families (ACF) for the Head Start, Early Head Start, and Early Head Start - Child Care Partnership (EHS-CCP) Programs requires a 20% non-federal share match of the total program cost, which equates to 25% of the grant award. The Preschool Services Department (PSD) will meet the non-federal match requirement through volunteered service hours such as volunteer time, services, and vendor discounts on goods and services. Adequate appropriation and revenue have been included in PSD’s 2023-24 budget:

BACKGROUND INFORMATION
PSD operates the Early Head Start, Head Start, Early Head Start - Child Care Partnership (EHS-CCP), and State Preschool programs serving approximately 3,095 children through direct and indirect services in locations throughout San Bernardino County. The programs provide education, health, nutrition, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 5 with the overall goal of increasing family engagement and school readiness of young children in economically disadvantaged families. Head Start and State Preschool programs have been operating in San Bernardino County since 1965.
The Head Start, Early Head Start and EHS-CCP Programs provide education, health, nutrition, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 5 with the overall goal of increasing family engagement and school readiness of young children in economically disadvantaged families. Head Start and State Preschool programs have been operating in San Bernardino County since 1965.
On April 11, 2023 (Item No. 32), the Board of Supervisors (Board) approved the submission of a grant application to ACF for continued support of Head Start Early Head Start, and EHS-CCP Programs, in the amount of $57,799,642, for the grant period of July 1, 2023 through June 30, 2024.
On June 26, 2023, PSD received Grant Award No. 09CH011719-04-00 from ACF for the Head Start, Early Head Start, and EHS-CCP Programs in the combined amount of $60,021,002, for the period of July 1, 2023 through June 30, 2024. The grant award includes:
• Head Start Program funding in the amount of $48,480,516, which includes $48,000,590 for basic operations and $479,926 for Training and Technical Assistance. The $48,000,590 for Head Start program operations will serve approximately 2,441 eligible children, at an estimated cost of $19,664 per child per year.
• Early Head Start Program funding in the amount of $9,272,546, which includes $9,067,760 for basic program operations and $204,786 for Training and Technical Assistance. The $9,067,760 for Early Head Start program operations will serve approximately 524 eligible Early Head Start children, at an estimated cost of $17,305 per child per year.
• EHS-CCP Program funding in the amount of $2,267,940, which includes $2,198,713 for program operations and $69,227 for Training and Technical Assistance. The $2,198,713 for EHS-CCP program operations will serve approximately 130 eligible children, at an estimated cost of $16,913 per child per year.
This item is being presented to the Board at this time, as this is the first date available following required operational, fiscal, and legal reviews. Approval will have no impact on PSD’s Head Start, Early Head Start, and EHS-CCP Programs services and activities.
