Recommendation
Approve Amendment No. 2 to Contract No. 4400012083 with Neuro Integrity, Inc. for specialized neuromonitoring, to increase the contract amount by $200,000 from $700,000 to $900,000, and extend the term for an additional year, for a total contract period of October 4, 2019, through June 30, 2025.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $200,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2023-24 budget and will be included in 2024-25 recommended budget.
BACKGROUND INFORMATION
This Amendment will allow ARMC to continue to provide access to specialty neuromonitoring in the operating rooms at ARMC for more efficient patient care and safety during specific procedures that require this type of monitoring. Neuromonitoring is a standard medical practice that assesses the function of a patient’s nervous system during surgery.
On October 4, 2019, the Purchasing Department (Purchasing) approved Contract No. 4400012083 (Contract) with Neuro Integrity, Inc. (Neuro Integrity) in the amount of $500,000, for specialty neuromonitoring for the term of July 1, 2019, through June 30, 2024.
On December 14, 2022, Purchasing approved Amendment No. 1 to the Contract keeping the original terms of the contract from October 4, 2019 through June 30, 2024 and increasing the total contract amount by $200,000, from $500,000 to the not-to-exceed amount of $700,000.
ARMC recommends the approval of Amendment No. 2, to provide for the safety, health and social services needs of County residents by ensuring ARMC has access to available providers of neuromonitoring.
PROCUREMENT
Neuro Integrity’s spinal monitoring software solution is used to monitor patients during surgical neuro and ortho cases, where spinal integrity needs to be monitored continuously during the procedure. This is a non-competitive procurement as Neuro Integrity may be one of the only providers able to offer these services. Due to these specialized credentials of the software and time constraints, the Purchasing Department (Purchasing) continues to support the non-competitive procurement. This Amendment is needed because the Contract exceeds Purchasing’s signatory authority and will allow ARMC time to complete a Request for Proposals to determine if other providers are able to provide the services needed by ARMC.
