RECOMMENDATION(S)

Recommendation

1.                     Declare the following as surplus fixed asset equipment that no longer meets the County’s needs and that should be returned to the California Emergency Management Agency, Law Enforcement Support Office Program, Excess Property Program:

a.                      Equipment No. 020101, 1980 Chrysler Armored Truck (Vehicle Identification Number 50100, License Plate 021937).

b.                       Equipment No. 020113, 1980 Chrysler Armored Truck (Vehicle Identification Number 050099, License Plate 021936).

2.                     Waive County Policy 12-18 and authorize the Sheriff/Coroner/Public to return the surplus property referenced in Recommendation No. 1 to the California Emergency Management Agency, Law Enforcement Support Office Program, Excess Property Program.

FINANCIAL IMPACT

Approval of these actions will not result in the use of Discretionary General Funding (Net County Cost). Equipment No. 020101 and No. 020113, Vehicle Identification Numbers 50100 and 050099 (Armored Trucks), were obtained as a no-cost transfer to the Sheriff/Coroner/Public Administrator (Department) from the California Office of Emergency Services (Cal OES), California Emergency Management Agency, through the 1033 Excess Property program (1033 Program), and no longer meet the County’s needs.

 

BACKGROUND INFORMATION

The Department provides law enforcement services in the unincorporated areas of the County, and to 14 contract cities, Victor Valley Transit Authority, Southern California Regional Rail Authority - LA Metrolink, and the Yuhaaviatam of San Manuel Nation. In support of these services, the Department received the Armored Trucks in 1995, under section 1033 of the National Defense Authorization Act of 1996, which authorizes the Secretary of Defense to transfer excess United States Department of Defense (DoD) personal property to local law enforcement agencies for law enforcement purposes. 

 

Under the terms of the 1033 Program, once the equipment is no longer needed by the recipient agency, the agency must return the equipment to the DoD so that it may be made available to other program participants. Approval of Recommendations Nos. 1 and 2 above will allow the Department to return the Armored Trucks to the California Emergency Management Agency, Law Enforcement Support Office Program, given that they are no longer needed as new units have been acquired by the Department.

 

Approval of Recommendation No. 1 will declare the vehicles as surplus to the County’s needs. Approval of Recommendation No. 2 will approve the waiver of County Policy 12-18 and authorize the Department to return the vehicles to the Cal OES 1033 Program. 

 

PROCUREMENT

 

County Policy 12-18 requires property with an estimated value of $10,000 or more to be declared surplus by the Board of Supervisors and requires the Purchasing Agent to initiate action to move property as designated in this item, or to arrange for disposition.
