RECOMMENDATION(S)

Recommendation

1.                     Approve and accept Amendment No. 1 to Contract No. 23-1326 (Award No. 6 H76HA00154-33-02), from the United States Department of Health and Human Services, Health Resources and Services Administration for the Ryan White HIV/AIDS Program Part C Outpatient Early Intervention Services program, increasing the grant award amount by $129,480, from 97,111 to $226,591, for the period of January 1, 2024 through December 31, 2024.

2.                     Approve and accept Amendment No. 2 to Contract No. 23-1326 (Award No. 6 H76HA00154-33-03), from the United States Department of Health and Human Services, Health Resources and Services Administration for the Ryan White HIV/AIDS Program Part C Outpatient Early Intervention Services program, increasing the grant award amount by $161,852, from 226,591 to $388,443, for the period of January 1, 2024 through December 31, 2024.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The grant award amendment referenced in Recommendation No. 1 in the amount of 129,480, and the grant award amendment referenced in Recommendation No. 2 in the amount of $161,852, are from the United States Department of Health and Human Service, Health Resources and Services Administration (HRSA) for the Ryan White HIV/AIDS Program Part C Outpatient Early Intervention Services (RW Part C EIS) Program; neither require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2024-25 budget.

 

BACKGROUND INFORMATION

The RW Part C EIS funding provides comprehensive HIV primary care and medical case management services in an outpatient setting for low-income, uninsured, and underserved individuals living with HIV/AIDS at Federally Qualified Health Centers located in San Bernardino, Ontario, and Hesperia. DPH will expend all funding during the contract period by continuing to engage persons living with HIV/AIDS in high-quality, client-centered comprehensive primary medical care services. This includes medical case management, mental health and substance abuse screening and referral, oral health care services referral, and specialty health services referral to maximize health outcomes in this population and reduce disparities of care and transmission of HIV.

 

On June 8, 2021 (Item No. 59), the Board of Supervisors (Board) approved the submission of the grant application to HRSA for RW Part C EIS Program funds in the annual amount of $388,443, for the period of January 1, 2022 through December 31, 2024, which is awarded on an annual basis over the grant period.

 

On January 25, 2022 (Item No. 34), the Board approved Contract No. 22-29 (Award No. 2 H76HA00154-31-00) with HRSA for the RW Part C EIS Program grant award, in the amount of $161,864, for the period of January 1, 2022 through December 31, 2022.

 

On September 26, 2023 (Item No. 49), the Board approved Amendment No. 1 to Contract No. 22-29 (Award No. 6 H76HA00154-31-01) with HRSA for the RW Part C EIS Program, increasing the grant award amount by $226,579, from $161,864 to $388,443, with no change to the period of January 1, 2022 through December 31, 2022.

 

On September 26, 2023 (Item No. 49), the Board approved Contract No. 23-1072 (Award No. 5 H76HA00154-32-00) with HRSA for the RW Part C EIS Program grant award, in the amount of $161,864, for the period of January 1, 2023 through December 31, 2023.

 

On December 15, 2023, DPH received notification from HRSA of an update to its grant awards to reflect an internal administrative change for alignment with its congressional district boundaries. The notification was provided to DPH as Award No. 6 H76HA00154-33-01, but did not impact the grant budget period, amount, or service activities. This change is reflected in the subsequent grant awards.

 

On December 19, 2023 (Item No. 61), the Board approved Contract No. 23-1326 (Award No. 5 H76HA00154-33-00) from HRSA for the RW Part C EIS Program, in the amount of $97,111, for the period of January 1, 2024 through December 31, 2024.

 

On February 1, 2024, DPH received notification of a grant award (Award No. 6 H76HA00154-33-02) from HRSA for the RW Part C EIS program in the amount of $129,480, for the period of January 1, 2024 through December 31, 2024.

 

On June 5, 2024, DPH received notification of a grant award (Award No. 6 H76HA00154-33-03) from HRSA for the RW Part C EIS program in the amount of $161,852, for the period of January 1, 2024 through December 31, 2024.

 

Following receipt of the grant award notification in February, as DPH was aware that the second grant award would be forthcoming, it was determined that one Board item be presented for approval of both grant awards for efficiency. This item is being presented at this time as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s Ryan White Program services or activities.
