FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The agreement is funded with 2011 Realignment Community Corrections (Assembly Bill 109) funding. The recommended amendment does not impact the contract amount of $2,200,000. Adequate appropriation and revenue have been included in the Probation Department's (Department) 2025-26 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION

The Department is dedicated to protecting the community through assessment, treatment and control of adult and juvenile offenders by providing a range of effective services based on legal requirements and recognized professional standards. Those professional standards include authorized dress and/or uniform styles. The uniforms present a professional image and promote safety. The Department utilizes 5.11 Uniforms, a specific type of uniform, and Alteration Services due to the quality of material, color and design as they are made specifically for law enforcement personnel.

The Department provides uniforms directly to staff, which ensures a cohesive officer presence is maintained through professional dress, and is considered more cost effective as it allows uniforms to be replaced as needed, based on management discretion.

On November 15, 2022 (Item No. 44), following the result of Request for Proposals No. PROB22-PROB-4655, the Board of Supervisors approved Agreement No. 22-1147 with Michelle Laurent for 5.11 Uniforms and Alteration Services, in the amount not to exceed $2,200,000, for the period of November 15, 2022 through October 31, 2027.

Amendment No. 1 to Agreement No. 22-1147 revises the Attachment A Price List to 5.11 Uniforms and Alteration Services due to price increases resulting from tariffs. This amendment does not change the contract amount or term. The Department recommends approval of the amendment to ensure continued availability for 5.11 Uniforms and Alterations Services.
