Approve Contract with T.R.L. Systems, Incorporated, for Genetec and Lenel card access control system services and products for Children and Family Services, in the amount of $250,138, for the period of March 11, 2025 through March 10, 2026.

FINANCIAL IMPACT

This item does not require additional use of Discretionary General Funding (Net County Cost). The total aggregate amount of $250,138 for badge access control system services and products are funded with approximately 85% ($212,617) federal and state sources and 15% ($37,521) local share which is a combination of Realignment, Wraparound Reinvestment and Net County Cost. Adequate appropriation and revenue have been included in the Human Services (HS) Administrative Claim 2024-25 budget.

 

BACKGROUND INFORMATION

HS, in collaboration with Children and Family Services (CFS), is under Lease Agreement 23-1273 (Lease) in the development of a new facility to increase their operational capacity. This site, like all County-occupied sites, requires an appropriate Genetec and Lenel Card Access Control System to help facilitate site security and secured controlled access for staff and approved County visitors.

 

On December 5, 2023 (Item No. 57), the Board of Supervisors (Board) approved the 15-year Lease, in the amount of $23,060,517, with two five-year options to extend the term of the Lease with AIAT, LLC, for 33,278 square feet of office space at 2145-2185 East Highland Avenue in San Bernardino.

 

On July 9, 2024 (Item No. 43), the Board approved Amendment No. 1 to the Lease with AIAT, LLC, adjusting the term of the lease for the 15-year period of October 1, 2024 through September 30, 2039.

 

Approval of this item will enable CFS to acquire a card access control system that will integrate with other security measures to accomplish a complete security solution for the County- occupied building. This phase of the construction requires the card access control system to be installed while door and door frames are being installed simultaneously to ensure the electronics, doors and door locks work appropriately and will secure access control. 

 

PROCUREMENT

On January 1, 2025, the County Administrative Office approved and authorized the release of an Advertisement for Bid HSSA25-HSSA-5703, for Badge Access Control System Services and Products seeking proposals for Genetec and Lenel Card Access Control Systems via the County’s Electronic Procurement Network (ePRO). An evaluation panel comprised of representatives from the Human Services Facilities Department evaluated the bids based on qualifications and experience, technical service plan, cost, and references. Two responsive bids were received by the proposed deadline:

The evaluation panel determined that T.R.L. Systems, Incorporated met the needs of the County based on the evaluation criteria and are recommended for award. The Purchasing Department supports this competitive procurement based on the bids solicited for the services and products. There were no protests received.
