Recommendation

1.                     Approve the contract specifications for future countywide traffic signal maintenance services, as signed and sealed by a registered civil engineer.

2.                     Authorize the Director of Public Works to advertise for competitive bids.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the cost to maintain the traffic signals, in-ground flashing lights, street lights and flashing beacons (collectively referred to in this item as traffic signals) will be funded with Gas Tax revenue. The Department of Public Works (Department) will include sufficient appropriation and revenue in future recommended budgets.

 

BACKGROUND INFORMATION

The specifications for future countywide traffic signal maintenance services will ensure the Department’s continued responsibility for maintaining traffic signals that are located on highways identified in the County Maintained Road System. On June 11, 2019 (Item No. 47), the Board of Supervisors (Board) approved a five-year traffic signal maintenance contract with St. Francis Electric, LLC. This contract is set to expire on June 30, 2024. The Department desires to procure a vendor that will provide the County traffic signal maintenance services starting July 1, 2024.  The Department would procure a five-year contract, with a contract period of July 1, 2024 through June 30, 2029.

 

This item supports the County and Chief Executive Officer’s goal of operating in a fiscally-responsible and business-like manner by utilizing a cost-effective approach to traffic system maintenance and future operational support.

 

The future traffic signal maintenance contract will provide for the maintenance of 96 signalized intersections, 37 yellow flashing light/safety light and in-ground flashing light locations and 36 street light locations. 22 of the 96 signalized intersections are shared with other municipalities. The County will be reimbursed by the other agencies, through existing agreements, for the fair share of costs at these locations. The traffic maintenance contract will allow for both routine and non-routine/emergency maintenance.

 

 

 

 

PROCUREMENT

The Department will advertise the signal maintenance contract for competitive proposals with the final deadline for proposals tentatively scheduled for May 16, 2024. The Department anticipates returning to the Board for an award of the contract by June 2024.
