BACKGROUND INFORMATION
On July 14, 2020, (Item No. 64) the San Bernardino County Board of Supervisors (Board) approved the adoption of six resolutions authorizing the use of electronic and facsimile signatures between applicants and the County of San Bernardino (County) departments as well as the San Bernardino County Flood Control District, the San Bernardino County Fire Protection District, County Service Areas and Zones, Big Bear Valley Recreation and Park District, and Bloomington Recreation and Park District for filming applications and permits to expedite and facilitate the filming permitting process. However, the Resolution pertaining specifically to County departments was inadvertently omitted as an attachment to the agenda item (Item No. 64). The approval of this Resolution corrects this clerical error. The agenda item did include the five Resolutions pertaining to the San Bernardino County Flood Control District, the San Bernardino County Fire Protection District, County Service Areas and Zones, Big Bear Valley Recreation and Park District, and Bloomington Recreation and Park District, and, therefore, no further Board action is required to authorize these entities to utilize electronic and facsimile signatures.
To ensure timely processing and continuity of service, the Economic Development Department is requesting that the Board adopt a Resolution authorizing the use of electronic or facsimile signatures for all filming applications and permits by County departments. The Film Office oversees filming within the County and, to that end, facilitates the processing of applications and permits by and between international, national, and local film companies and the County, which includes the following departments: Public Works, Airports, and Regional Parks. Because of the international scope of filming operations in the County, the processing of Film Office applications and permits through the use of electronic or facsimile signatures would significantly expedite the processing of film applications and permits thereby facilitating and promoting commercial filming in the County.
