Recommendation
Approve Amendment No. 1 to Contract No. 16-515 with Loma Linda University Children’s Hospital, approving an exception to the standard County contract term of five years as established in County Policy 11-06 SP1, for the provision of physical examinations of children suspected of being victims of physical and/or sexual abuse, and exercising the option to extend the contract term by two years, for a new total contract period of July 1, 2016 through June 30, 2023, and increasing the total contract amount by $440,000, from $1,100,000 to $1,540,000.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The cost of services provided by Loma Linda University Children’s Hospital (LLUCH) in the amount of $220,000 per year is included in the Sheriff/Coroner/Public Administrator’s (Department) 2021-22 recommended budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
On September 29, 1986 (Item No. 62), the Board of Supervisors (Board) approved an agreement that created a public-private partnership between the County of San Bernardino (County) and Loma Linda University Medical Center (Center) to develop and operate a one-stop multi-disciplinary interview center where child victims of sexual and physical abuse are forensically interviewed and receive evidentiary medical examinations. The goal of the Center is to reduce the trauma to the child during the child abuse investigation.
LLUCH has provided medical services at the Center through a contractual relationship with the County since the Center’s inception. The current contract with LLUCH for these services was approved by the Board on June 28, 2016 (Item No. 78) for the period of July 1, 2016 through June 30, 2021 with the option to renew the contract for two (2) additional one-year terms or by one (1) additional two-year term. The proposed amendment will allow for the continuation of medical services provided by LLUCH, exercising the option to extend the contract term by one (1) additional two-year period through June 30, 2023.
The recommended extension exceeds the County’s Standard contract term of five years, per County Policy 11-06, Standard Practice 1 (SP 1). Either party may terminate the agreement upon 30 days’ advance written notice.
