Recommendation

1.                     Adopt Resolution:

a.                     to establish a “No Trucks over 5 Tons” zone pursuant to County Code Section 52.0131 on Cactus Avenue from Jurupa Avenue to Santa Ana Avenue, in the Bloomington Area.

b.                     to rescind existing “No Trucks over 5 Tons” zone, per Resolution No. 2010-17, pursuant to County Code Section 52.0131 on Jurupa Avenue from Cactus Avenue easterly to Rialto City Limit, in the Bloomington Area.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed resolution will not result in significant costs to the Department of Public Works (Department). The minor administrative costs to update Department records and the cost to install, remove, and maintain signage for the “No Truck over 5 Tons” zones are minimal and will be funded by Gas Tax revenue. Sufficient appropriation is included in the Department’s 2020-21 Road Operations budget.

 

BACKGROUND INFORMATION

The previous restriction of “No Trucks over 5 Tons” on Jurupa Avenue from Cactus Avenue easterly to the Rialto City Limit was put in place to help minimize neighborhood impacts from commercial truck traffic. Since that time, residents on Cactus Avenue and in the surrounding area have expressed dissatisfaction regarding the amount of commercial traffic that has been generated in their neighborhood as the trucks travel from the FedEx facilities on Cactus Avenue north to Slover Avenue to access the freeways.

 

Based on this feedback, the Department conducted an internal review of the local routes and determined that restricting access for commercial vehicles over 5 tons on Cactus Avenue from Jurupa Avenue to Santa Ana Avenue and lifting the current restriction on commercial vehicles over 5 tons on Jurupa Avenue from Cactus Avenue easterly to the Rialto city limit will impact fewer residents while still providing a direct route for commercial vehicles to reach the freeway.

 

Therefore, in the interest of the general public and safety, the Department recommends the Board of Supervisors adopt a Resolution to prohibit commercial vehicles over 5 tons on Cactus Avenue from Jurupa Avenue to Santa Ana Avenue and remove the restriction of commercial vehicles over 5 tons on Jurupa Avenue from Cactus Avenue to the Rialto city limit in the Bloomington area, pursuant to County Code Section 52.0131. Local deliveries, school buses, utility trucks and vehicles used for collection of garbage are exempt from the restrictions on Cactus Avenue. Approval of this action will authorize the Department to install and remove the “No Trucks Over 5 Tons” signs at the appropriate locations.

 

Staff also evaluated the current truck restrictions in the area  including the truck restriction east of Cactus Avenue on El Rivino Road.  The south side of El Rivino Road is maintained by the City of Jurupa Valley (City) and the north side is maintained by the County.  In order for the Department to lift truck restrictions, the City would need to do the same. The Department contacted the City and the City indicated that they are opposed to removing the restrictions within their jurisdiction.  Department staff found removing this restriction in the County’s jurisdiction would not have a positive impact on truck traffic in the area and thus recommends leaving the truck restriction in place.
