RECOMMENDATION(S)
Recommendation
1. Approve contracts with the following agencies for Substance Use Disorder and Recovery Services Recovery Residences, in the combined amount of $2,225,919, for the period of January 1, 2026 through June 30, 2027:
a. Avector Community Group, Inc. in the amount of $2,055,359.
b. Momentum Behavioral Health Services, Inc. in the amount of $170,560.
2. Approve Amendment No. 5 to Contract No. 21-185 with Inland Valley Drug and Alcohol Recovery Services dba Inland Valley Recovery Services, for Substance Use Disorder and Recovery Services Recovery Residences, updating standard contract language including the provision of an additional program site, with no changes to the aggregate contract amount of $1,796,006, or the contract period of April 1, 2021 through June 30, 2027.
3. Authorize the Assistant Executive Officer, Deputy Executive Officer, or the Director of the Department of Behavioral Health to execute and submit any subsequent non-substantive amendments to Contract No. 21-185 with Inland Valley Drug and Alcohol Recovery Services dba Inland Valley Recovery Services, including facility location changes on behalf of the County, subject to review by County Counsel.
4. Direct the Assistant Executive Officer, Deputy Executive Officer, or the Director of the Department of Behavioral Health to transmit all non-substantive amendments, in relation to Recommendation No. 3, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The contract amounts not to exceed $2,225,919 for Substance Use Disorder and Recovery Services (SUDRS) Recovery Residences (RR) is funded by the Substance Use Prevention, Treatment, and Recovery Services Block Grant and the Behavioral Health Bridge Housing (BHBH) Program grant. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2025-26 budget and will be included in the 2026-27 recommended budget.
BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance use disorder (SUD) services to San Bernardino County (County) residents experiencing severe mental illness and/or SUD. Through its SUDRS division, DBH provides a full range of SUD services for county residents through contracts with community-based organizations (CBOs) and County operated clinics with the goal of promoting prevention, intervention, treatment, education, recovery, and resiliency for individuals and families.
DBH offers the SUDRS-RR program to county residents as part of its SUD continuum of care. The SUDRS-RR program provides temporary, substance-free housing to clients with SUD as they transition back into permanent housing. The ultimate goal of the SUDRS-RR program is for the client to fully integrate back into the community while living a substance-free lifestyle. Clients within the SUDRS-RR program are welcome to participate in individual and communal activities that the clients deem beneficial to their recovery journey. Activities and services within the program are overseen by trained staff to assist in maintaining a sober lifestyle 24 hours a day, seven days a week.
On March 9, 2021 (Item No. 9), as the result of formal procurement, the Board of Supervisors (Board) approved Contract No. 21-185 with Inland Valley Drug and Alcohol Recovery Services dba Inland Valley Recovery Services (IVRS), in the amount of $600,000; Contract No. 21-186 with New Hope Village, Inc. (New Hope), in the amount of $175,000; and Contract No. 21-188 with Veteran’s Alcohol Rehabilitation Program, Inc. (VARP), in the amount of $422,640, for a total amount of $1,197,640, for the contract period of April 1, 2021 through March 31, 2026.
On August 10, 2021 (Item No. 15), the Board approved Amendment No. 1 to Contract No. 21-185 with IVRS, for the substitution of one facility location for a higher quality facility with no change to the contract amount of $600,000, or the contract period of April 1, 2021 through March 31, 2026.
On September 27, 2022 (Item No. 21), the Board approved Amendment No. 2 to Contract No. 21-185 with IVRS, increasing the contract amount by $29,385 from $600,000 to $629,385, with no change to the contract period of April 1, 2021 through March 31, 2026, for the cost of additional beds for SUDRS-RR eligible clients.
On March 12, 2024 (Item No. 16), the Board approved Amendment No. 3 to Contract No. 21-185 with IVRS, increasing the contract amount by $193,500 from $629,385 to $822,885. The contract increase allowed IVRS to increase its bed capacity to meet the growing needs of the SUDRS-RR program.
On December 17, 2024 (Item No. 26), the Board approved Amendment No. 4 to Contract No. 21-185 with IVRS, increasing the contract amount by $973,121, from $822,885 to $1,796,006, extending the term by 15 months, for the total contract period of April 1, 2021 through June 30, 2027. The contract increase and term extension were approved to align with the end of BHBH funding on June 30, 2027, and to increase the SUDRS-RR program service and infrastructural capacity.
SUDRS-RR services were procured again due to a countywide expansion of these services and to align with the current providers’ and BHBH funding expiration date of June 30, 2027. Upon approval, Momentum Behavioral Health Services, Inc. (MBHS) and Avector Community Group, Inc. (ACG) will join IVRS, New Hope, and VARP as SUDRS-RR providers.
Approval of Amendment No. 5 to Contract No. 21-185 with IVRS will add an additional facility location to the SUDRS-RR program. Additionally, approval of Recommendation Nos. 2 and 3 will update standard contract language to give the Director of DBH authorization for facility location changes to Contract No. 21-185 with IVRS. This will ensure that SUDRS-RR eligible clients receive services in a timely manner.
During 2024-25, the SUDRS-RR program provided services to 232 unduplicated clients at an average cost of $5,497 per client. SUDRS-RR providers are projected to cumulatively provide 38,300 bed days at an estimated average cost of $64 per bed day over the life of these contracts.
DBH will implement mechanisms to regularly 1) review client service data and progress and conduct site visits and annual monitoring to ensure performance and compliance standards of the contract(s) are met; and 2) review provider invoices administratively and programmatically to ensure client and/or bed counts are accurate prior to payment processing.
PROCUREMENT
On August 7, 2025, the County Administrative Office approved the release of Request for Proposals (RFP) No. DBHE25-ADMN-5898 through the Electronic Procurement Network (ePro) with the Purchasing Department, to solicit interested and qualified organizations and agencies to provide SUDRS-RR for all regions of the County. The RFP was publicly advertised in local newspapers and sent through direct mailings to a total of 561 CBOs, service providers, and other interested parties.
Four proposals were received by the established deadline. Three of the proposals, received from the agencies listed below, met the minimum requirements and were reviewed during the evaluation process:

The evaluation committee evaluated the proposals based on the criteria referenced in the RFP. The evaluation criteria included: ability to serve the target population, proposed program services and strategies, ability to service the necessary number of unduplicated participants, readiness to provide services, experience, staffing levels and qualifications, appropriateness of facility (in Geographic Service Option/area, proximity to mass transit, facility layout, laundry/shower facilities, etc.), ability to serve specific geographic area, and ability to measure outcomes.
Based on the aforementioned criteria, the evaluation committee recommended MBHS and ACG for award. MBHS was awarded for the Central Valley region and ACG was awarded for the Central Valley & High Desert region. Award and denial letters were sent to all proposers on October 28, 2025. No protests were received within the allowable period.
