Recommendation
Adopt Resolution appointing a candidate to serve as a member of the Board of Directors, in lieu of election for certain contests in the November 5, 2024, General Election, where no person filed a Declaration of Candidacy.

Approval of this action will not result in the use of additional Discretionary General Funding (Net County Cost) as the adoption of Resolution for Appointment in Lieu of Election is non-financial in nature.
BACKGROUND INFORMATION
Adoption of this Resolution will appoint a candidate, in lieu of election, to fill a certain office that was up for election in a special district in the November 5, 2024, General Election.
California Elections Code section 10515 requires that when the number of candidates who file for an office is less than or equal to the number of offices to be filled, the Board of Supervisors (Board) shall appoint those candidates to the office. When no person files for an office, the Board shall appoint a qualified person to fill that office. All persons appointed in lieu of election by the Board shall serve to the end of the term.
On December 3, 2024 (Item No. 48), the Board adopted Resolution No. 2024-170 appointing 79 candidates, in lieu of election, as members of the Board of Directors for 34 independent special districts for two-year and four-year terms that began on December 6, 2024.
On January 28, 2025 (Item No. 56), the Board adopted Resolution No. 2024-51 appointing nine eligible voters, in lieu of election, as members of the Board of Directors for six independent special districts. This action did not complete the appointments in lieu of election for the November 5, 2024, General Election. Seven offices remained unfilled for the Board to appoint eligible voters.
On August 5, 2025 (Item No. 83), the Board adopted Resolution No. 2025-176 appointing six eligible voters, in lieu of election, as members of the Board of Directors for four independent special districts. This action did not complete the appointments in lieu of election for the November 5, 2024, General Election. One office remained unfilled for the Board to appoint eligible voters.
Adoption of this Resolution will appoint one eligible voter in lieu of election, as a member of the Board of Directors for one independent special district. This office was up for election in the November 5, 2024, General Election and no candidates filed for the office. The Third District Supervisor recommended this candidate for Board approval:

Pursuant to Elections Code section 10507, the current officeholders continue to serve as members of the Board of Directors until a successor is appointed by the Board of Supervisors and takes office.
