Recommendation

Approve Amendment No. 2 to Contract No. 25-149 with T.R.L. Systems, Incorporated, for the Genetec and Lenel Card Access Control System, updating the scope of work, and increasing the total aggregate amount by $8,713 from $296,308 to $305,021, with no change in the contract period of March 11, 2025 through March 10, 2026.

FINANCIAL IMPACT

This item does not require additional use of Discretionary General Funding (Net County Cost). The total aggregate amount of $305,021 for badge access control system services and products are funded with approximately 85% ($259,268) federal and state sources and 15% ($45,753) local share (which is a combination of Realignment, Wraparound Reinvestment, and Net County Cost). Adequate appropriations and revenues have been included in the Human Services (HS) Administrative Claim 2025-26 budgets.

 

BACKGROUND INFORMATION

HS, in collaboration with Children and Family Services (CFS), is operating under Lease Agreement 23-1273 in the development of a new San Bernardino facility to increase its operational capacity. This site, like all County occupied sites, requires an appropriate Genetec and Lenel Card Access Control System, to help facilitate site security and provide secured controlled access for staff and approved County visitors.

 

On March 11, 2025 (Item No. 14), as the result of Request for Proposals No. HSSA25-HSSA-5703, the Board of Supervisors (Board) approved Contract No. 25-149 with TRL Systems, Incorporated (T.R.L.) for the installation of the Genetec and Lenel Card Access Control System and products for CFS, in the amount of $250,138, for the period of March 11, 2025, through March 10, 2026.

 

On May 20, 2025 (Item No. 30), the Board approved Amendment No. 1 to Contract No. 25-149 with T.R.L., updating the scope of work and increasing the total contract amount by $46,170, from $250,138 to $296,308, with no change in the contract period of March 11, 2025, through March 10, 2026.

 

After a thorough evaluation, six additional controlled access points that were not included in the original scope of work were identified and determined to be necessary to provide secure access on the project. On July 18, 2025, T.R.L. provided a quote for additional material and labor necessary for the completion of the project with an update to the scope of work.

 

The recommended Amendment will increase the contract amount by $8,713 and update the scope of services to allow T.R.L. to continue construction services and provide a card access control system for the County occupied building.
