FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue, and other state and local funding. The total estimated cost to prepare a Local Roads Safety Plan (LRSP) for the County is $200,000, which will be funded by the grant award from the California Department of Transportation (Caltrans) of $180,000 and Gas Tax revenue of $20,000, which meets the ten percent local match requirement. Sufficient appropriation and revenue are included in the Department’s 2021-22 Road Operations budget.
BACKGROUND INFORMATION
The County will develop a LRSP to support efforts in improving safety for all road users in unincorporated areas of San Bernardino County. The LRSP will assist in reducing severe and fatal collisions in a comprehensive manner. A systemic collision analysis will be performed, which will identify the top collision profiles on which to focus future safety improvements. The LRSP will also assist the County in being more competitive in future Highway Safety Improvement Program (HSIP) grant application submissions. In future HSIP Calls-for-Projects, beginning with HSIP Cycle 11, scheduled for release in April 2022, and in all future cycles, local agencies will be required to have a LRSP to be eligible to apply for grant funding. On July 1, 2021, the Chief Executive Officer authorized submission of a grant application to Caltrans to request grant funding for development of the LRSP. On August 2, 2021, the County received a notification e-mail reporting its grant application was selected for funding and implementation. On August 24, 2021, the County submitted an allocation request for State funds for the LRSP. On September 2, 2021, Caltrans notified the County of the allocation authorization in the amount of $180,000, which will fund 90% of costs to complete the safety analysis phase of the LRSP. Local funds from Gas Tax revenue will fund the remaining 10% of costs.
In accordance with State Funding Master Agreement No. 08-5954S21, approval of a Program Supplement Agreement is required for each specific project and prior to the County invoicing for reimbursement of costs associated with the Project. The Program Supplement is governed by State Funding Master Agreement 08-5954S21, approved by the Board of Supervisors on September 21, 2021 (Item No. 34). The Program Supplement Agreement specifies the types and amounts of State and local funds used to finance the project.
The item meets the County and the Chief Executive Officer’s goals and objectives by working with Caltrans to ensure that the necessary agreements are processed in accordance with Caltrans guidelines to receive state funds as reimbursement for project costs.
