RECOMMENDATION(S)

Recommendation

1.                     Approve Capital Improvement Project No. 24-140 (WBSE 10.10.1609), in the amount of $4,104,306, for electrical and technical upgrades, painting, flooring, and the construction of new walls for the 3rd floor suite 300, located at 451 E. Vanderbilt Way in San Bernardino.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary adjustments to the Project and Facilities Management Department 2023-24 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). It is recommended that the project cost of $4,104,306 be funded by the Epidemiology and Laboratory Capacity Enhancing Detection Expansion grant, which was approved by the Board of Supervisors (Board) on April 6, 2021 (Item No. 32). Ongoing costs will be funded through a combination of state, federal, 1991 Realignment funding, and other funds. Adequate appropriation has been included in the Department of Public Health’s (DPH) 2023-24 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION

DPH currently has offices throughout the San Bernardino central valley, several of which are leased properties. Many locations do not have enough space to adequately accommodate staffing, allow for growth, or are located in aged facilities which are not optimal to conduct business at current demand. DPH is working to centralize various department divisions to the recently purchased building located at 451 E. Vanderbilt Way, in San Bernardino (451 Vanderbilt), which has substantial space for staffing needs and will soon become an integrated location for the administration of many DPH services.

 

Currently, DPH occupies space at 606 Mill Street, San Bernardino, where it operates a Federally Qualified Health Center (FQHC) and provides office space for staff who support Family Health Services programs. This leased building is aged and has a multitude of issues which have resulted in an inability to provide proper services and house staff. Therefore, DPH is not renewing the lease agreement and is moving FQHC operations to a new facility, while Family Health Services staff will be relocated to 451 Vanderbilt.  As part of the relocation, Family Health Services will be joined by staff from the Health Promotion and Education Services program, the Ryan White HIV program, and newly hired staff associated with the California Advancing and Innovating Medi-Cal (CalAIM) Enhanced Care Management initiative.

 

Approximately 10,182 square feet of space is available and provides an appropriate location for program administrative staff. This capital improvement project includes relocation costs and significant building upgrades consisting of electrical work, technical work, security enhancements, painting, flooring installation, and movement of several internal walls to establish offices, a breakroom, supply storage spaces, and conference rooms. Completion of this project will allow DPH to update and modernize the office space to create an optimal work environment for program staff and reduce leasing costs associated with multiple office locations.

 

Approval of this item will allow PFMD to proceed with the 3rd floor suite 300 remodel at 451 Vanderbilt.

 

PROCUREMENT

DPH and PFMD will return to the Board of Supervisors for approval of the Project’s environmental findings, plans and specifications, authorization to advertise for competitive bids, and ultimately award of the construction contract.
