FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The contract amount of $6,266,781 for these food services is 100% state funded through the California Department of Education Child and Adult Care Food Program.  Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2019-20 budget and will be included in future recommended budgets. 

 

BACKGROUND INFORMATION

The recommended contract with Preferred Meal System, Inc. (Preferred) will provide approximately 1,828,769 meals annually to approximately 5,100 children enrolled in Head Start, Early Head Start, and State Preschool programs countywide at an approximate cost of $1.14 per meal.  Meals are served family style and help provide an environment conducive to learning, as well as assisting in meeting the nutritional needs of the children.

 

PSD operates Head Start, Early Head Start, and State Preschool programs that provide comprehensive child development and family services that include education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families.  The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.  PSD provides food services, meals including breakfast, lunch, and snacks, through contracted vendors. 

 

PROCUREMENT

On January 29, 2020, per the direction of the State Department of Education due to one of the two food service contractors terminating their contract, the Chief Executive Officer approved and authorized the release of a Request for Proposal (RFP) to solicit agencies to provide food services for Head Start, Early Head Start, and State Preschool Programs for the period of June 1, 2020 through May 31, 2023.  RFP PSSD20-ADMIN-3651 was posted on the County of San Bernardino Electronic Procurement Network (ePro), on January 29, 2020, advertised in eight area newspapers, and mailed directly to 56 agencies with experience in providing food services. The RFP closed on March 11, 2020 at 4:00PM. There was one agency represented at the non-mandatory proposal conference, and one proposal was received in response to the RFP:

Preferred is the contractor currently providing food services to PSD students, and has been providing these services for PSD since 2006.  Based on qualifications and requirements of the County, Preferred is recommended for award in the amount of $6,266,781 for the contract period of June 1, 2020 through May 31, 2023.

 

Contractor performance will be measured by reviewing the required monthly reports and annual site visits by County staff to monitor compliance with the administrative, fiscal, and program requirements of the contract.  The contract may be terminated without cause by the County with a 30-day written notice.
