RECOMMENDATIONS

Recommendation

Approve Amendment No. 2 to the following contracts, to increase the total aggregate contract amount by $10,018,998, from $15,028,497 to $25,047,495, to provide academic enhancement, employment skills, and occupational training services for eligible youth participants under the Workforce Innovation and Opportunity Act, with no change to the term of June 15, 2022 through June 30, 2027:

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The combined expenditures of these contracts will not exceed $25,047,495 and will be fully funded through the Workforce Innovation and Opportunity Act (WIOA) Title I Youth allocation. Adequate appropriation and revenue are included in the Workforce Development Department’s (WDD) 2025-26 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The proposed amendments with the seven entities listed below (collectively, “Youth Providers”) will allow WDD to further fund WIOA Youth Services to youth between the ages of 16-24 residing in San Bernardino County. The services will result in academic and occupational skill attainment for a minimum of 1,503 WIOA eligible youth per program year, and provide academic enhancement; alternative secondary school services to facilitate the completion of high school education; paid and unpaid work experiences; occupational skills training; education offered concurrently with workforce preparation activities; leadership development opportunities; supportive services to pay for transportation, work specific apparel, and educational materials; adult mentoring; follow-up services to ensure participant retains employment or and/or progresses in their educational endeavor; comprehensive guidance and counseling; financial literacy education; entrepreneurial skills training; labor market and employment information; and other activities which help youth prepare for work and transition to postsecondary education and training.

 

On June 14, 2022 (Item No. 82), the Board of Supervisors (Board) approved competitively bid WIOA contracts in the aggregate not-to-exceed amount of $15,028,497 for the period of June 15, 2022 through June 30, 2025, with the option to renew up to two one-year terms with the Youth Providers listed in the following table. This item also authorized the Director of the Workforce Development Department to execute amendments to extend the term of these contracts for a maximum of two one-year terms, subject to review by County Counsel.

On April 17, 2025, the Workforce Development Board (WDB) recommended exercising the option to extend the terms of the Youth Provider contracts through June 30, 2027 and increasing the aggregate not-to-exceed amount by $10,018,998.  On June 25, 2025, the County and Youth Providers entered into Amendment No. 1 to extend the term of the Contract by two years through June 30, 2027, pursuant to the delegated authority granted by the Board on June 14, 2022 (Item No. 82) in Recommendation No. 2.

 

The proposed Amendment No. 2 will increase the aggregate amount of not-to-exceed compensation for services to be provided through the extended term by $10,018,998, from $15,028,497 to $25,047,495, which is consistent with the annual allocation from the previous three years of the contract.
