RECOMMENDATION(S)
Recommendation
Acting as the governing body of County Service Area 59 Deer Lodge Park:
1. Approve Addendum No. 1, issued April 10, 2025, to the bid documents for the County Service Area 59 Deer Lodge Park Road Paving Project.
2. Award construction Contract to Altmeyer, Inc., in the amount of $414,540, for the County Services Area 59 Deer Lodge Park Road Paving Project.
3. Authorize a contingency fund of $41,454 for the County Service Area 59 Deer Lodge Park Road Paving Project.
4. Authorize the Director of the Department of Public Works to order any necessary changes or additions in the work being performed under the construction contract with Altmeyer, Inc., for a total amount not-to-exceed $33,227 of the $41,454 contingency fund, pursuant to California Public Contract Code Section 20142.
5. Authorize the Director of the Department of Public Works to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). County Service Area (CSA) 59 Deer Lodge Park (District) is funded by special assessments on properties within the District, along with allocations from general property taxes. Sufficient appropriation for the CSA 59 Deer Lodge Park Road Paving Project (Project) has been included in the District’s CIP fund 2025-26 Recommended Budget and will be included in future recommended budgets as needed.
BACKGROUND INFORMATION
The District was established by the Board of Supervisors (Board) on December 19, 1966, to maintain approximately 5 miles of roads and is administered by the Department of Public Works - Special Districts. These services include snow removal and road maintenance.
The Project consists of pulverizing and repaving approximately 4,400 linear feet of existing roadways along Moon Drive, Abner Drive, Deer Way, The Circle and Constellation Way. The rehabilitation of the existing roads will dramatically increase the longevity of the road.
On February 27, 2025, the Chief Executive Officer (CEO) determined the Project was exempt under the California Environmental Quality Act and directed the Department of Public Works (Department) to file and post the Notice of Exemption. The CEO also approved the Project’s plans and specifications and authorized the Director of the Department to advertise the Project for competitive bids.
PROCUREMENT
On March 27, 2025, in accordance with Public Contract Code Sections 22037, the Department advertised the Project for bids through the County’s Electronic Procurement Network (ePro). On March 27, 2025 and April 3, 2025, the Department advertised the Project in the San Bernardino County Sun and The Alpine Mountaineer publications.
During the bidding process, the following addendum was issued:
• Addendum No. 1: Replaced pages AB-1 and AB-2 of the Advertisement for Bids, page IB-1 of the Instruction to Bidders, and page BP-1 of the Bid Proposal.
On April 9, 2025 and April 16, 2025, a total of five contractors attended one of the two mandatory pre-bid site meetings. On April 30, 2025, the following three bids were received:

The Department reviewed the bids received for the Project and determined all bids to be responsive. The Department recommends that the Board award the construction contract to Altmeyer, Inc. as the lowest responsive and responsible bidder. No appeal/protest letters were received.
The lowest bidder was determined, pursuant to Public Contract Code Section 20103.8(b), by the lowest total of the Base Bid amount plus the amounts of Additive Bid No. 1 and Additive Bid No. 2. The Department has elected to move forward with awarding the Base Bid plus Additive Bid No. 1 and Additive Bid No. 2.
The Project will have a contingency fund of $41,454 to compensate the Contractor for verified quantity overruns, as well as changes in the contract under certain circumstances. Under an established formula, Public Contract Code Section 20142 allows the Board to authorize the Director of the Department to order changes in the contract for unforeseen conditions or design shortfalls, should they become necessary, for a total amount not to exceed $33,227 of the $41,454 contingency fund.
Upon Board approval, construction is anticipated to commence in July 2025 and completion is expected by August 2025.
