RECOMMENDATION(S)
Recommendation
1. Accept and approve grant award agreement (State Agreement No. 19-10881) from the California Department of Public Health Division of Communicable Disease Control for Infectious Disease Prevention and Control Local Infrastructure funds, in the amount of $1,839,020, for the period of February 1, 2020 through June 30, 2023.
2. Designate the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to execute any non-substantive amendments in relation to this grant award agreement, on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to transmit all documents in relation to the grant award agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award in the amount of $1,839,020 from the California Department of Public Health (CDPH) Division of Communicable Disease Control for Infectious Disease Prevention and Control Local Infrastructure funds does not require a match. Approval of the necessary budget adjustments to the Department of Public Health’s (DPH) 2019-20 budget is not requested at this time, but will be included on a future quarterly countywide budget report presented to the Board of Supervisors (Board) for approval. Adequate appropriation will be included in DPH’s future recommended budgets.
BACKGROUND INFORMATION
The CDPH Division of Communicable Disease Control grant award provides one-time noncompetitive funds to assist local health jurisdictions in addressing gaps in core public health functions. The awarded funds are intended for local health jurisdictions to enhance their response to increases in workload associated with high priority, preventable infectious diseases to support efforts for a healthier California by advancing better health and care, lower costs, and promoting health equity and reducing health disparities. DPH will utilize the funding to implement infrastructure to address infectious disease prevention and control within San Bernardino County in order to enhance activities that will include surveillance, monitoring, and evaluation of disease-specific prevention.
On February 26, 2020, the County Administrative Office authorized the submission of the grant application to CDPH, in the amount of $1,839,020, for the period of February 1, 2020 through June 30, 2023.
On April 16, 2020, DPH received the grant award agreement (State Agreement No. 19-10881) from CDPH for the for Infectious Disease Prevention and Control Local Infrastructure funds, in the amount of $1,839,020, for the period of February 1, 2020 through June 30, 2023. This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval by the Board at this time will not impact DPH’s infectious disease prevention and control activities.
